Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Dick Wolfe, P.E. <br />Director /State Engineer <br />We have reviewed your December 31, 2010 and March 29, 2011 letters requesting renewal <br />of the substitute water supply plan for 2011, in accordance with Senate Bill 89 -120 for a sand and <br />gravel pit (well permit no. 54064 -F, ID 1406561) owned by Stonewall Springs Quarry, LLC /Morley <br />Companies and operated by Fremont Paving & RediMix, Inc. (Fremont Paving). The required <br />renewal fee of $257.00 for the 2011 plan year has been accepted under receipt no. 3648826. The <br />applicants shall be responsible for compliance with this plan, but the State Engineer's Office may <br />also pursue the landowner for eventual compliance. <br />This pit did not exist, and no ground water was exposed, prior to January 1, 1981. This plan <br />proposes to replace depletions to the Arkansas River that result from mining aggregate. There will <br />not be a concrete batch plant. Previous approvals prior to 2009 were for dry mining, with the only <br />water exposure consisting of dewatering trenches (0.3 acre), a collection area (0.1 acre), and a <br />return trench (0.1 acre). <br />Well permit no. 54064 -F (ID 1406561) was obtained to expose water in this pit. Fremont <br />Paving will continue to mine the site with an allowance to disturb up to 50 acres. The exposed <br />ground water areas consist of 5 acres of pond area, 0.3 acre of dewatering trenches, 0.1 acre of <br />collection area, and 0.1 acre of return trench. The total of 5.5 acres of exposed ground water will <br />result in 19.42 acre -feet of evaporative loss (see attached Table 1). A total of 15.33 acre -feet of <br />water is expected to be consumed by mining of 500,000 tons of aggregate (14.72 acre -feet) and <br />approximately 0.61 acre -feet used for dust suppression (see attached Table 2). Total operations with <br />evaporation will result in 34.75 acre -feet of consumptive use. Projected uses and consumption <br />during the 2011 plan year are as shown in the attached Tables 1, 2, and 3 (Revised). <br />
