Mining Plan <br />EXHIBIT C <br />Mining will begin at the southern boundary and proceed north. Mining will proceed as <br />soon as all permits are approved which is projected to be around March 19, 2012. <br />Mining of this permit area shall be completed with 5 years of commencement of mining. <br />Topsoil will be removed and stockpiled using a scraper and stored on the north and east <br />side of the mining area. The topsoil pile will be graded and seeded to prevent erosion. <br />The thickness of the topsoil is 1 1/2 ft to 2 ft. All material below the topsoil will be <br />processed to a depth of up to 12 ft. The access route to the site will be along a county <br />right of way along the south boundary section line. Weld County will provide a non- <br />exclusive use agreement to use the right of way. An oil company is planning to build a <br />road along this same route to allow exploration of oil and gas to the west and north of <br />the road. This same road will be used to access the mining area. The design of the oil <br />field road is adequate for mining transportation and should not be considered as part of <br />the affected area. A water truck will be assigned to the site when in operation for dust <br />control. Water will be sourced from an industrial well leased by the operator 2 miles <br />north in Wyoming. An estimated 6,000 gallons per day will be used for dust control. No <br />groundwater will be encountered in this operation. Stormwater will be contained on site <br />by berming the low side perimeter and directing water through a culvert. There will be <br />no injury to Colorado water rights in this operation. There will be no refuse or toxic <br />materials exposed during this operation. There will be no disturbance to the hydrologic <br />balance in this operation. Stormwater will be controlled on site and released in a <br />controlled manner to not damage off site areas. The material will be crushed and <br />stockpiled on site. Material will be mined with a loader, loaded into the crusher and <br />stockpiled with a conveyor. The primary commodity is sand and gravel. No secondary <br />products are expected. No incidental products are anticipated. No explosives are to be <br />used. <br />
