These changes were made and <br />approved by personnel from DRMS, the Office of Surface Mining (OSM), the Natural Resources <br />Conservation Service (NRCS) in consultation with representatives of the owner of the affected <br />property during the soil resource stockpile sampling that took place on December 12 through 14, <br />2011. Attached to this report is the OSM Mine Site Evaluation that documents many of the <br />items discussed in this Technical Memorandum. We anticipate that this Technical Memorandum <br />will be submitted to DRMS in conjunction with an application for approval of the field sampling <br />described herein as "TR -62" pertaining to Western Fuels' current Mine Permit C- 1981 -001. <br />Introduction <br />Key Agricultural Services, Inc. <br />Following approval by DRMS of TR-61, soil sampling of the soil resource was completed on the <br />Morgan Property in two separate sampling events. First, on November 22, 2011 five soil test <br />pits were excavated and described in the undisturbed native soil areas on the western portion of <br />the Morgan Property. Second, on December 12 through 14, 2011, sampling was conducted on <br />the soil resource stockpiles and partially reclaimed areas (also known as the Substitute Subsoil <br />Redistribution Area) of the Morgan Property. As described more fully below, during the <br />sampling of the soil resource stockpiles 30 soil borings and seven pits were used to obtain soil <br />samples for laboratory analysis. Samples from the soil borings were collected on five foot <br />intervals on the large soil resource stockpiles. Pits were excavated on the two smaller soil <br />resource stockpiles after drilling was deemed inadvisable due to safety concerns. Three soil test <br />Page 1 <br />
