February 8, 2012 C-1981-022/Elk Creek Mine BFB <br /> Ponds Al, B and East Yard had standing water and appeared to be functioning properly. These ponds <br /> were not discharging. Ponds C and E did not contain water. Pond D was discharging at the approved NPDES <br /> Outfall 016 below the pond,however,the pond water level was below the rim of the primary spillway standpipe <br /> (photo 3). Jim Kiger suspects that the pond ice has damaged the standpipe. Water samples will be taken. The <br /> primary spillway must be repaired before spring runoff. The ditch along the West Valley Haul Road was clean <br /> and appeared to be functioning properly (photo 4). Pond F was inaccessible due to snow. <br /> ROADS —Rule 4.03 Construction 4.03.l(3)/4.03.2(3) Drainage 4.03.l(4)/4.03.2(4) Surfacing and <br /> Maintenance4.03.1(5) and (6)/4.03.2(5) and(6) Reclamation 4.03.1(7)/4.03.2(7): <br /> All parking lots,haul roads and access roads in the main facilities area were plowed, damp,well <br /> maintained and appear to be stable. The Bear Creek Road was muddy and rutted due to the construction traffic <br /> working on the Bear Creek fansite. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> The rock dust bin was being filled and some dust was visible in the air but no dust was visible offsite <br /> (photo 5). The methane fueled mine intake air heaters were operational and appeared to be functioning properly <br /> (photo 6). <br /> SIGNS AND MARKERS —Rule 4.02: <br /> Mine ID signs were in place at the main entrance by the train loadout and the east back entrance gates. <br /> The signs contained all required information. <br /> DOCUMENTS RECEIVED: None <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were taken as a result of this inspection and none are pending. <br /> Number of Partial Inspection this Fiscal Year: 5 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 3 of 7 <br />
