February 8, 2012 C-1981-019/Colowyo Coal Mine RDZ <br /> Pump Holding Pond. The following ponds were discharging: East Taylor and West Taylor. The water flowing <br /> from these two ponds was clear, and there was no other sign of pollutants in the discharge. No problems were <br /> observed with any of the embankments or other aspects of the structures. However, a delta is forming at the inlet <br /> to West Taylor Pond, and it should be removed in 2012. <br /> Sumps along Taylor Creek Road were inspected and no problems identified. Large chunks of ice have been <br /> removed from one of the sumps. <br /> In Taylor Creek,below the West Taylor Pond,bank erosion is evident and should be monitored to assess if it is <br /> getting worse over time. It is unclear if this erosion was caused by mining activity in the watershed. <br /> Several culverts were inspected. Observations are included in the Roads section below. <br /> GENERAL MINE PLAN COMPLANCE: <br /> The mine was found to be in general compliance with the permit. <br /> ROADS —Rule 4.03: <br /> The Taylor Creek Road was driven all the way to West Taylor Pond. Some ruts exist,but the road is generally in <br /> good shape. <br /> Two culverts along the entrance road(aka Haul Road B)were inspected. These include the culvert for Good <br /> Spring Creek near the guard shack and the culvert near the old administration building. No problems were <br /> identified. <br /> Several culverts along the Haul Road(aka Haul Road A)were inspected. The 30-inch CMP just south of the <br /> intersection with the entrance road (aka Culvert K)requires cleaning. Another culvert that is two culverts south of <br /> Culvert K does not require cleaning yet but may in the near future; it should be closely monitored. <br /> RECLAMATION SUCCESS -Rule 4.15, Rule 3: <br /> The West Pit Fill and South Taylor Fill were inspected and no gullies or other problems were observed. <br /> A portion of the East Pit reclamation was walked during the inspection. Small rills were forming and should be <br /> monitored and possibly repaired. Ditches and ponds were in good shape. The area above the ponds is fairly <br /> smooth and may require roughening. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> The South Taylor Lot and the administration building area were inspected. No problems were observed at these <br /> facilities. <br /> At the Gossard loadout,there was significant coal in the G1 and G2 piles as well as at the cone. <br /> Number of Partial Inspection this Fiscal Year: 6 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 3 of 8 <br />
