February 6, 2012 C-1982-056/Foidel Creek Mine JDM <br /> GENERAL MINE PLAN COMPLANCE: <br /> The Foidel Creek mine has completed the longwall miner move noted in the January 2012 inspection report. <br /> Construction continues on the 16LT utility borehole. Reclamation activities are ongoing at the Fish Creek Tipple <br /> site. No coal trains were loading at the time of the inspection. <br /> OTHER(SPECIFY): <br /> This was a partial coal inspection conducted by Jason Musick of DRMS. Jerry Nettleton of Twentymile Coal <br /> accompanied the inspection. The weather was clear and the mine site was wet and snow covered at the time of the <br /> inspection. This inspection focused on approved activities associated with the Refuse Disposal Areas. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The Coal Refuse Disposal Area(CRDA) Expansion was approved through Technical Revisions 67 and 72. The <br /> CRDA expansion area is the only area in which processing waste is being disposed of at the Foidel Creek Mine. <br /> Due to lower that normal snowfall the refuse has been spread and compacted at the time of the inspection. It is <br /> typical for the refuse to be stockpiled during the winter month's in-order to dry before compaction. <br /> Twentymile Coal has committed to installing 3 piezometers to validate the self-draining design of the CRDA. The <br /> CRDA has not reached the elevation designed to install the piezometers as of the date of this inspection. <br /> ROADS —Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.03.2(5) and(6) Reclamation 4.03.1(7)/4.03.2(7): <br /> Construction of the coal refuse haulroad has proceeded simultaneously with the construction of the CRDA. The <br /> section of haul road accessing the active CRDA was stable with no problems noted. All other portions of the haul <br /> road were snow-covered and inaccessible at the time of the inspection. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> Both topsoil and suitable cover material has been removed from the area of the CRDA expansion and stockpiled in <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 3 of 5 <br />
