Response to Adequacy Review <br />Permit No. M- 2011 -054 <br />Debeque Sand and Gravel Resource <br />ATTACHMENT <br />Ground Water Monitoring and Mitigation Plan <br />Monitoring and Reporting Plan <br />The operator will install two upgradient wells on the east side of the permit area <br />and will monitor the lake level as the downgradient well groundwater flows east <br />to west on the property. These wells will continue to be monitored quarterly for <br />one year after mining operations are complete or dry- mining has ceased. <br />Existing and /or preliminary data will be used to establish a baseline against <br />which relative impacts from dewatering, other operations, and off -site effects may <br />be analyzed. The operator will monitor water surface level using monitoring wells <br />and the lake. <br />If the operator does not encounter any problems with ground water during mining <br />operations, then data summary and water level requirements will be submitted <br />once a year to the Division. Potential adverse effects will be subject to <br />intensified monitoring and /or mitigation, with adjustments to the program as <br />necessary to account for such adverse effects, described below. <br />Monitoring data will be used to identify any changes in groundwater flow or <br />elevation associated with dewatering or other mining and reclamation activities. If <br />the groundwater elevation in a well increases or decreases by four (4) or more <br />feet from the seasonal range (as determined from baseline monitoring data), <br />such change is plausibly and in fact attributable to mining operations, and the <br />measured elevation is not consistent with groundwater elevation trends at the <br />other wells on -site, the operator will monitor on a weekly basis and evaluate the <br />appropriateness of mitigation measures if the variation continues unabated. <br />In the event that the operator is contacted by impacted parties with wells, <br />verifying a potential injury, within seven (7) days the Division will be notified. <br />After the Division has been notified, the applicant will review data from all <br />monitoring wells and submit a report to the Division within 30 days. Changes in <br />measured groundwater elevations will be evaluated based on natural <br />groundwater fluctuations and changes in non - project related local conditions <br />including precipitation, river flows, and land use. The report will present results of <br />the evaluation and identify any potential impacts associated with the change. <br />Mitigation of potential impacts caused by changing groundwater elevations will <br />be addressed based upon the specific location and nature of the impact. If, due <br />to dewatering or other mining or reclamation activities, changes in groundwater <br />elevation may or does in fact create adverse impacts to adjacent properties, the <br />adjacent property owners will be notified and the impacts will be addressed to the <br />satisfaction of the Division. <br />
