RECEIVED rAcmv_ Cl ©c <br />JAN 1$ 2012 <br />GRANDJuNcrioNFIEwoniciechnical Revision of the Reclamation Ian <br />DIVISION OF <br />lllanroN mettio &miry for the Lafarge Property <br />The following proposal is for a formal change in the reclamation plan for the gravel <br />pit at the Lafarge property, 1699 H38 Rd. Delta. Mining Permit #M1979 -002. The <br />City of Delta has purchased the property and is currently looking at the property to <br />be developed into a park for the residents of the area. In this proposal we are <br />asking for a Technical Revision of the current plan. The original reclamation plan <br />was to create a recreational area for public use, but it was to be a 50 plus acre lake. <br />We are proposing to accomplish that through the following actions, with it being a <br />11.5 acre lake, total mining of the site was never completed. <br />• Build Four parking areas for people to utilize the property; parking areas <br />would measure approximately 2 acres in size. <br />• Build roads to the parking areas and a maintenance road for the park which <br />will add another 3.5 to 4.5 acres. For a total of approximate of 8 acres of <br />graveled area. <br />• This will also include about 2 acres of picnic and playground sites. <br />• In addition we will add 3,600 to 4,000 ft of trails through the wooded areas. <br />The trails will be 8ft. in width to provide handi -cap accessibility and also for <br />security and maintenance vehicles. <br />• As required by the original plan, we will be involved in the removal of all of the <br />Tamarisk and Russian Olive as well as other noxious weeds this will be done <br />either mechanically and with herbicides. <br />• Also included in the plan, is the sloping of the berms around the lake and the <br />sloping of the shoreline of the lake to the required 3 to 1 slope. With the <br />addition of a boat ramp into the lake. <br />• Removal of waste piles, there are currently 8 piles of crusher fines, rejected <br />Asphalt, limestone, and chips. AU material except the asphalt will be utilized <br />in other areas of the property from sloping of the lake and shoreline to <br />assisting in soil prep for grasses. <br />• Rejected asphalt is being hauled off by Delta County to be recycled into its <br />asphalt program. <br />• Crusher fines and berms will be used for the soil remediation of disturbed <br />areas to allow grasses to grow where the top soil was removed. In order to <br />comply with this stipulation we are proposing the following: <br />Ripping of the compacted soils in those areas, adding approximately <br />two inches of compost to the ground, applying crusher fines and the <br />stockpiled top soil, followed by the process of re- ripping the soil to <br />mix compost and an application of fertilizer, prior to planting a drought <br />resistant prairie type grass in those areas. <br />I1 ,SSS <br />They are as follows Westem Wheatgrass, Agropyron smithii, <br />Streambank wheatgrass and Agropyron riparium. Drilling rate of <br />16Ibs. and 11 Ibs. per acre, and doubled if broadcast. <br />
