G. Surface and Ground Water Monitoring <br />CAM has established a surface water and groundwater monitoring program that <br />will gather baseline and operational water quantity and water quality data in order <br />to monitor the effects of the proposed loadout on the surface and subsurface water <br />which is within or adjacent to the permit area. The Hydrologic Monitoring Plan is <br />described in Section 2.05.6(3)(b)(iv) of the PAP. <br />1. The applicant will conduct monitoring of ground water in a manner approved <br />by the Division. The ground water monitoring plan is as follows (4.05.13(1)): <br />Groundwater Monitoring Plan <br />The groundwater monitoring plan is included in Section 2.05.6(3)(b)(iv) and <br />the field and laboratory parameters to be analyzed are provided in Table 1 of <br />that section. CAM established baseline data for four alluvial wells identified as <br />RW -1 through RW -4. The monitoring well locations are shown on Map 8 of <br />the PAP. CAM sampled and analyzed for field and full suite laboratory <br />parameters during all four quarters of 2010 to establish the baseline data. <br />Alluvial wells RW -1 through RW -4 will continue to be monitored quarterly. <br />Field parameters will be measured each quarter. A full suite sample will be <br />obtained semi - annually during the second and fourth quarters throughout the <br />operational and bond liability period of the loadout. No bedrock groundwater <br />monitoring is proposed for the site since there is no mining to be conducted at <br />the coal loadout facility. Bedrock groundwater will not be affected by the <br />loadout operations. <br />Groundwater Points of Compliance <br />Rule 4.05.13 requires the establishment of groundwater points of compliance if, <br />in the judgment of the Division, the operation has the potential to negatively <br />impact the quality of groundwater for which water quality standards have been <br />established by the Water Quality Control Commission. The applicant asserts <br />that the coal loadout operation does not have the potential to negatively impact <br />the quality of alluvial groundwater for which quality standards have been <br />established. The operator's discussion regarding the potential to impact <br />alluvial groundwater quality is presented in Section 2.05.6(3)(b)(iii) of the PAP <br />and a summary of the Probable Hydrologic Consequences (PHC) is presented <br />below in Section K of this document. The Division will review groundwater <br />monitoring data as it is submitted annually once the loadout becomes <br />operational to verify the conclusions of the PHC and to determine the impact <br />on the hydrologic balance. Alluvial well RW -3 is available as a point of <br />compliance well if the monitoring data show that the loadout facility has the <br />potential to impact the quality of alluvial groundwater in the permit and <br />adjacent areas. <br />25 <br />
