activities. Erosion monitoring is conducted in accordance with the Stormwater Management <br />Plan (after snowmelt and heavy rains), with any required repairs carried out from late <br />spring through fall. The operations outlined above will be completed in winter months as <br />well when mild weather persists. Under normal conditions, the schedules, as presented, <br />are followed. <br />Protected Reclamation Schedules <br />The facility was constructed from Fall 1978 to 1979 resulting in a reported estimate of 54 <br />acres of disturbance associated with the handling facilities, office, coal stockpiles, <br />railroad spur/loop, and haul road (see Permit Application for Permit No. C-80-003 at <br />Volume 1, Section 2.05 and Permit Decision Documents). Hayden Gulch Terminal, Inc. has <br />reevaluated the extent of disturbances associated with construction, and the possible need <br />to disturb additional acreage to accommodate grading to approximate pre-disturbance <br />contours. The results of that evaluation are summarized in Table 17-1. The acres given <br />in Table 17-1 reflect actual topsoil and revegetation liability acres within the proposed <br />permit boundary, and total affected lands. <br />The projected schedule for reclamation of the Hayden Gulch Loadout is summarized in Table <br />17-2. The disturbance area, with exception to those facilities which are to be retained • <br />to compliment the final postmine land use, will be completely reclaimed within one full <br />year after the year in which operations are discontinued. If possible, reclamation will <br />be completed within the same year as final closure providing sufficient time is available <br />to complete all activities. For example, if final closure occurs in February of year 1, <br />reclamation will be completed by the end of that year. If closure occurs in September of <br />year 1, final reclamation may not be completed until the end of year 2. <br />Certain facilities will be retained to compliment the final postmine land use. These <br />facilities include the right-of-ways for Routt County Road 37 and Colorado State Highway <br />40, and that portion of haul road HGLF-HG1 extending from Routt County Road 53 to the <br />County road maintenance yard. In addition, Yampa Valley Electric Association has informed <br />HGTI that the 69KV transmission line and some equipment at the substation located adjacent <br />to the faclities area are used to service other facilities, areas and customers besides <br />the Hayden Gulch Loadout and will be retained following final closure and reclamation. A <br />letter from YVEA is presented in Appendix 17-1.1, Permanent Y'VEA Electrical Facilities. <br />If the postmine land owner requests the retention of other facilities, a request will be <br />submitted to Colorado Division of Reclamation, Mining and Safety (CDRMS) for approval. <br />MR-16 3a Revised 11/07 <br />
