additional disturbances are contemplated; however, should the need arise to disturb <br />additional areas, site clearing and topsoil salvage would be performed during the periods <br />indicated in Figure 17-1. <br />Facility demolition will occur first. These activities would probably occur in earl <br />summer to take advantage of favorable ground conditions and minimize impacts to soil <br />resources. These activities will include removal of the buildings, coal conveyors and <br />equipment, tipple and railroad track. To the degree possible, materials and equipment <br />will be salvaged for use at another facility or sold as scrap. It is expected that the <br />facility demolition can be completed in four weeks. <br />Backfilling and grading will be the second activity conducted. Disturbance areas will be <br />backfilled and graded to blend into the surround topography, while maintaining positive <br />drainage. Most earthmoving activities will involve backfilling and grading the railroad <br />spur and loop. Coal fines in the loadout pile and coal storage area will be used as <br />backfill material. HGTI anticipates that the backfilling and grading can be completed in <br />four to six weeks (see Table 17-1). <br />Topsoil material redistribution and associated suitability determinations (Tab 19) will <br />follow backfill and grading activities. It is expected that the topsoil material <br />redistribution activities can be completed in four weeks. Tillage, seedbed preparation <br />(when necessary) and cover cropping (when necessary) will be completed during the first <br />favorable growing after topsoil redistribution, weather permitting (see Tab 20). It is <br />expected that tillage and seedbed preparation can be completed in one to two weeks and the <br />reclamation seeding activities can be completed in one week. It is anticipated that the <br />seeding activities will be scheduled for the fall season to take advantage of optimal soil <br />moisture conditions. <br />Fence construction (if necessary) will occur after the seeding activities have been <br />completed. Since HGTI is uncertain if any new fences will need to be constructed as part <br />of final reclamation, fence construction is not shown on Figure 17-1. It is anticipated <br />that most existing fencing will retain as permanent features to support the postmine land <br />use of livestock grazing and to delineate property boundaries. <br /> Maintenance and management activities are conducted throughout the year, weather and <br /> snowpack conditions permitting. The timing of these activities is dependent upon the <br /> specific activity. Fence maintenance and trespass livestock removal is generally <br /> conducted from mid-Spring through the Fall.
