additional disturbances are contemplated; however, should the need arise to disturb
additional areas, site clearing and topsoil salvage would be performed during the periods
indicated in Figure 17-1.
Facility demolition will occur first. These activities would probably occur in earl
summer to take advantage of favorable ground conditions and minimize impacts to soil
resources. These activities will include removal of the buildings, coal conveyors and
equipment, tipple and railroad track. To the degree possible, materials and equipment
will be salvaged for use at another facility or sold as scrap. It is expected that the
facility demolition can be completed in four weeks.
Backfilling and grading will be the second activity conducted. Disturbance areas will be
backfilled and graded to blend into the surround topography, while maintaining positive
drainage. Most earthmoving activities will involve backfilling and grading the railroad
spur and loop. Coal fines in the loadout pile and coal storage area will be used as
backfill material. HGTI anticipates that the backfilling and grading can be completed in
four to six weeks (see Table 17-1).
Topsoil material redistribution and associated suitability determinations (Tab 19) will
follow backfill and grading activities. It is expected that the topsoil material
redistribution activities can be completed in four weeks. Tillage, seedbed preparation
(when necessary) and cover cropping (when necessary) will be completed during the first
favorable growing after topsoil redistribution, weather permitting (see Tab 20). It is
expected that tillage and seedbed preparation can be completed in one to two weeks and the
reclamation seeding activities can be completed in one week. It is anticipated that the
seeding activities will be scheduled for the fall season to take advantage of optimal soil
moisture conditions.
Fence construction (if necessary) will occur after the seeding activities have been
completed. Since HGTI is uncertain if any new fences will need to be constructed as part
of final reclamation, fence construction is not shown on Figure 17-1. It is anticipated
that most existing fencing will retain as permanent features to support the postmine land
use of livestock grazing and to delineate property boundaries.
Maintenance and management activities are conducted throughout the year, weather and
snowpack conditions permitting. The timing of these activities is dependent upon the
specific activity. Fence maintenance and trespass livestock removal is generally
conducted from mid-Spring through the Fall. Interseeding or reseeding is conducted in the
next favorable planting season following recognition for the need to conduct these
MR-16 3 Revised 11/07
