for any present or potential use, hence, the operation and eventual reclamation of • <br />the Loadout facility will not adversely impact the local and regional groundwater <br />system <br />After operations of the Loadout facility have been terminated and reclamation <br />activities have been initiated, the shallow monitoring wells (HGDAL-3 and HGDAL-4) <br />will be abandoned using Colorado Division of Water Resource guidelines. Well <br />abandonment procedures will include: 1) cutting the casing off one foot below the <br />ground surface; 2) filling the well bore from the bottom to 20 feet below ground <br />surface with high solids bentonite grout or cement using a tremie line to ensure <br />that the bore water is displaced; 3) grouting the top 20 feet of the well bore <br />with cement; and 4) scarifying and seeding the ground surface in the immediate <br />vicinity of the well. <br />Surface Water Protection <br />Two sedimentation ponds (Truck Loop Pond [Pond 1] and Rail Loop Pond [Pond 27, see <br />Exhibit 12-2, Surface Water Control Plan Map) are currently in operation at the • <br />Loadout Facility. The ponds will be used during the proposed operations for <br />controlling surface water runoff from disturbed lands at the coal handling <br />Facilities area. Both ponds are des igned to prevent additional suspended sediment <br />to streamflow outside the permit area, to minimize erosion, and to maintain <br />sufficient detention time to ensure that all applicable effluent standards will be <br />met. <br />The impact of discharges from the two ponds on receiving streams (Dry Creek, Yampa <br />River) was found to be insignificant (see Tab 15, PHC). Effluent monitoring at <br />the two pond outfalls (OOlA and 002A) since 1986 has resulted in no exceedences of <br />CDPS permit effluent limitations. Based on past monitoring, it is anticipated <br />that no treatment of pond effluent will be necessary during the life of the <br />facility. . <br />Plans for handling and redistributing topsoil during reclamation of the loadout <br />facility are discussed in Tab 19 (Topsoil Eandling Plan) . The plans have been <br />developed to ensure that 1) surface runoff from the reclaimed facility landscape . <br />will not come in contact with acid or toxic materials; 2) the landscape is <br />TR-07 2 Revised 03/06 <br />
