<br />TAB 19 <br />PROTECTION OF THE HYDROLOGIC BALANCE <br />i • <br />Introduction <br />The coal handling and shipping activities and eventual site reclamation activities <br />that are to be carried out at the Hayden Gulch Terminal, Inc. (HGTI) Loadout <br />facility have been designed to minimize disturbance to the hydrologic balance <br />within the permit boundary and areas adjacent to the facility. Activities <br />associated with operating the facility that assure protection of groundwater, <br />surface water, stream buffer zones, water rights, alternative water supplies, and <br />alluvial valley floors are addressed herein. The loadout facility operation and <br />reclamation activities, as well as monitoring and data reporting, have been <br />planned in accordance with the Probable Hydrologic Consequences (PHC) <br />determination (Tab 15) and the analysis of baseline hydrologic, geologic, and <br />other pertinent information required in the permit application. Reference to <br />additional tabs regarding complete details of loadout facility and reclamation <br />operations that address aspects of the protection of the hydrologic balance are <br />documented in the following sections when and where they are appropriate, <br />Groundwater Protection <br />Operation of the Loadout facility will not involve significant additional land <br />disturbance within the permit boundary. The facility is designed to minimize the <br />potential of leakage to the shallow aquifers of all materials that may be used to <br />operate or maintain coal handling and shipping equipment. Impacts to the <br />localized shallow groundwater system from stockpiled coal leachate will be minimal <br />(see Tab 15, Probable Hydrologic Consequences). The Loadout facility will be <br />backfilled and regraded, and reclamation will be achieved using topsoil of <br />suitable textural and chemical nature to restore localized recharge rates <br />comparable to undisturbed soils, and to minimize any potential for degrading <br />shallow groundwater quality. Backfilling and regrading methods, topsoil handling, <br />reconditioning, and revegetation methods are outlined in Tabs 9 (Soil Resources), <br />18 (Backfilling and Grading), 19 (Topsoil Handling Plan) and 20 (Revegetatior <br />Plan).
