2/3/93). The original design included ditches on both sides of the road - . <br />the ditches are identified as Ditch A on Exhibit 12-5 (Revision 0, dated <br />2/3/93). Because these ditches were only shown on the design and were not <br />constructed, the design is not included in Attachment 12-1A. <br />Access Roads: There is one access road, designed and constructed by the previous <br />owner/operator/permittee (H-G Coal Company), within the permit area. The road <br />alignment is shown on Exhibit 12-2 (Revision 5, dated 8/99). The facility area <br />access road starts from haul road HGLF-HR1 at the west gate of the facility area and <br />runs past the office/change building, looping north of the emergency coal stockpile <br />area and the Truck Dump Hopper. It then travels eastward between the water tank and <br />the crusher building along the northern margin of the reclaim coal stockpile area to <br />the train loadout building. <br />The access road is approximately 20 to 30 feet wide, drainage from the road is <br />controlled by existing Ditch 1, as well as existing Ditches 5 and 6. HGTI has been <br />unable to locate any design or c onstruction documentation in the project files, <br />however, HGTI assumes the road was designed and constructed in accordance with <br />CDRMS's regulations as described in Appendix 12-3. • <br />HGTI conducted a survey of the access road during Nay 2006. .Survey data were used to <br />develop a profile of the existing conditions. The profile is presented in Appendix <br />12-5 as Appendix 12-SC, Facilities Area Road Plan and Profile. This exhibit has been <br />prepared in accordance with Rule 4.03.2(1)(f)(ii), which allows a relevant showing in <br />lieu of certification of design and construction for roads constructed prior to <br />August 1999. As such, the certification on Exhibit 12-SC only pertains to the <br />existing conditions. HGTI assumes that because there has been no CDRMS concern or <br />issue documented in any monthly compliance inspection report or other permit review <br />since 1992 that the access road is in compliance with the performance standards of <br />Rule 9.03.2. <br />Support Facilities <br />The configuration of the existing buildings (support facilities) is shown on <br />Exhibit 12-1 (Revision 9, dated 8/99) and Exhibit 12-2 (Revision 5, dated <br />5/99).
