Introduction <br />In their Mid-Term Permit Review comments, dated November 2005, the CDRMS <br />requested clarification of the status of the Loadout facilities area between <br />what is existing and on-the-ground and what is approved via Technical <br />Revision No. 6 (TR-06). <br />The existing and on-the-ground structures were constructed during the time <br />period 1879 through 1980 by the previous owner/operator/permittee, H-G Coal <br />Company. HGTI proposed a significant modification to the Facility as part of <br />TR-06. This modification will convert the facility from a truck load-in/rail <br />car out operation, with an originally permitted through-put of 1,000,000 tons <br />per year to a rail car in/truck load out operation, with a permitted through- <br />put of 2,000,000 tons per year. The CDRMS approved TR-06 in June 2005. <br /> Most of the existing support features (i.e., sedimentation ponds, drainage <br /> ditches, road s) will be retained as constructed upon completion of the TR-06 <br /> approved modi fications. The major changes will be the demolition and, or <br /> relocation of several coal handling Structures. Exhibit 12-1, Facilities Map <br /> (Revision 14, dated 03/07) and Exhibit 12-2, Surface Water Control Plan Map <br /> (Revision 11, dated 03/07) show how the facilities area will be configured <br /> following the completion of the TR-06 approved modifications. <br />This attachment describes the coal handling facilities area in its current, <br />on-the-ground condition. Several maps which have been superseded by approved <br />permit revisions are included in this attachment and show the current, on- <br />the-ground condition. These maps are: <br />• Exhibit 12-1, Facilities Map (Revision 9 TR-04 Incidental Permit <br />Boundary Change, dated 6/99) <br />• Exhibit 12-2, Surface Water Control Plan Map (Revision 5, TA-09 <br />Incidental Permit Boundary Change, dated 8/99) <br />References to the maps in this attachment generally will be to the superseded <br />material noted above. The format for this attachment is similar as that <br />presented in Tab 12. Similar major section headings (e.g., Sediment and <br />Water Control Facilities Plan) are used. <br />A third map is also included in this attachment. This map is Exhibit 12-5, <br />Haul Road HGLF-HR2 (Revision 0, dated 2/3/93) which shows a proposed haul <br />MR-15 1 Revised 03/07 <br />
