Doc Date:12H1/2001 III III III III I'll III
5'~ .05.5 POSTMINING LAND USE] ggg
(1) Surface Coal Mining Activities
(sl As discussed in Section 2.04.3, the premining use
of the land is rangeland and wildlife habitat. Rangeland means
land on which plant cover is principally valuable for forage.
Except for brush control, management is primarily achieved by
regulating the intensity of grazing and season of use. Wildlife
habitat is land used wholly or partially in the production,
protection or management of a species of wildlife.
The proposed use of the land following the mining
activities will be to return it to rangeland and wildlife habi-
tat. Reclamation and revegetation will be accomplished as in the
Reclamation Plan, Section 2.05.4.
Portions of the reclaimed land would be well suited to
irrigated crops, recreational development and homesite develop-
ment if a reliable source of water was available. Under a high
level of management the Barx soil in the area is capable of
producing 22 tons of corn silage per acre, 5.5 tons of alfalfa
per acre, 4.5 tons of grass hay per acre, 110 bushels of barley
per acre, or 80 bushels of oats per acre. The land in the area
has never met its maximum capability because of lack of water.
(i) The proposed postmining land use will be
achieved by following the Reclamation Plan. Plant species to be
• used for revegetation were chosen for their ability to support
and enhance rangeland and wildlife habitat. In order to maintain
the intended postmining land use, range management practices must
be implemented which should include proper grazing use and a
planned grazing system. The intensity of grazing and season of
use must be regulated.
(ii) Not applicable
(iii) The legal owner of record of the surface of
the permit area has been involved in discussions regarding mining
plans and reclamation plans. The land owner's primary concern is
to have the disturbed land returned to improved rangeland and
wildlife habitat after mining has been completed. The reclama-
tion plan is designed to restore the disturbed and regraded
mining area to improved rangeland and wildlife habitat. Even the
areas that were previously classified Pinyon-Juniper woodland
will be returned to improved rangeland and wildlife habitat.
(b) A copy of a letter from the land owner is con-
tained in Exhibit 8.
(c) The Land Use Map, Drawing No. 102 is enclosed.
(2) Not applicable.
• 2-05-30 May 1991
