• 2.05.4(2)(e) <br />Reclaimed areas will be checked annually after snowmelt <br />for the formation of rills and gullies. To document each <br />inspection, a report will be prepared and the report will be <br />available for inspection as required under Rule 5.02.4. Rills and <br />gullies deeper than nine inches will be noted on the report. By <br />the end of August of the same year, laborers or small equipment <br />will be used to fill, grade or otherwise stabilize rills and <br />gullies deeper than nine inches. The repaired area will be seeded <br />and mulched by the end of the same year. Mulch will be anchored to <br />the ground with netting if appropriate. <br />Quantitative monitoring of revegetation success will <br />occur during the third, ninth and tenth year of the ten year bond <br />liability period. Monitoring will be consistent with the methods <br />and analytical techniques used during baseline studies with three <br />exceptions. First, because a woody plant density standard will not <br />apply to the site (p. 2.05-28), woody plant density data will not <br />be collected. Second, third year monitoring will only involve <br />collection of cover data which will not be collected to adequacy. <br />Finally, the maximum number of production plots to be collected in <br />each reference and reclaimed area will be agreed upon with the <br />Division at the time when a Phase III survey is carried out. <br />• As stated above, vegetation data collection will be <br />consistent with methods used during baseline studies (see <br />rll..l .... Vegetative cover will be based <br />on first hit data while species diversity data will be based on <br />multiple hit data. For cover and production, results will be <br />compared to the reference areas established during the baseline <br />studies to assess revegetation success. <br />Three major communities were mapped as part of the 1991 <br />and 1992 baseline studies - native grassland, sagebrush rangeland <br />and juniper-pinyon (see Drawing 113 - Vegetation Map in Appendix of <br />1992 Baseline Vegetation Report). Because community lines and <br />reclamation parcel boundaries rarely correspond to each other, it <br />is expected that reclamation success will be determined using a <br />weighted-average comparison as allowed by Rule 4.15.7(4)(b). <br />Matching reference areas to reclaimed areas is complicated by the <br />fact that the baseline survey spanned two years. In the case of <br />the sagebrush rangeland community, differences in the vegetation <br />parameters between 1991 and 1992 sample areas forced matching these <br />areas to different reference areas. <br /> <br />2.05-26 September 1994 <br />
