is temporarily or fully completed and no more additions or withdrawals of topsoil are to <br />• <br />be made within a 180 day time period. Topsoil stockpiles will be stabilized primarily by <br />perennial plant establishment. The seed mixture, seeding method, and seeding rate for <br />long -term topsoil stockpiles is described in the Revegetation Plan, Tab 20, Seed Mixes and <br />Planting Lists section. <br />Establishing vegetative cover will aid in overall stabilization and erosion control of <br />stockpiles. Vegetative cover will aid in reducing runoff and raindrop impact and will <br />increase moisture infiltration by maintaining the upper soil surface in a friable, <br />noncrusted condition. Organic matter,soil nitrogen, and micro- organism activity will be <br />maintained or enhanced by the seeding of deep rooted species or species with fibrous root <br />systems. <br />The height of stockpiles will be restricted to less than 20 feet, when possible, to <br />prevent excessive wind erosion, soil compaction, and anaerobic reducing conditions at the <br />stockpile bases. <br />• Topsoil Replacement <br />The Hayden Gulch Permit C -80 -003 indicated topsoil would be replaced once facilities had <br />been dismantled and the land recontoured to blend into the surrounding topography. Bond <br />calculation figures approved for the facilities on April 4, 1985 indicate about 6 inches <br />of topsoil (40,000 cubic yards, distributed over 54 acres) would be replaced on the <br />railroad and loadout facilities. Topsoil evaluations provided by Inter Mountain Soils <br />(Tab 9) verified sufficient suitable topsoil exists to reclaim the disturbed areas. <br />Topsoil will be replaced only when the approved postmine contours are achieved and when no <br />additional disturbance is anticipated. Topsoil will not be replaced on temporary <br />reclamation sites such as haul road ditches, cut slopes and fill slopes; pond embankments <br />and spillways; and diversion ditches unless stabilization or temporary revegetation <br />problems occur. Temporary reclamation sites have been and will be seeded and stabilized <br />as described in Tab 20, Revegetation Plan. Topsoil will be replaced within the <br />aforementioned areas once the final reclamation is achieved. <br />• Topsoil was replaced on the railroad embankment cut and fill sites as described in Tab 9 <br />and shown on Exhibit 9 -1.
