All topsoil stockpiles are clearly distinguished and identified by approved signs. All personnel
are instructed that topsoil stockpiles are not to be disturbed or contaminated. The signs serve as
continuing reminders to personnel that stockpile areas are to be preserved and undisturbed.
The following procedures will be followed should the need arise to store additional topsoil in
stockpiles. Soil will be stored in existing stockpiles or new sites depending upon where the
disturbance area is located. Topsoil stockpiles will be located in areas where they will not be
disturbed or contaminated by ongoing operations and where the stored topsoil will not be lost to
wind erosion or surface runoff. When a topsoil stockpile is placed, it will not be moved until
soil is needed for distribution on graded areas. Future stockpile locations will be evaluated and
selected to minimize scraper travel distance, to reduce equipment cost, and to increase
efficiency.
A self - contained V -ditch or berm will be constructed around the perimeter of the proposed
stockpiles, when necessary, to prevent loss of the topsoil resource (see Sediment and Water
Control Facility Plan section of Tab 13). The berms, ditches, and sediment traps will typically
be used when stockpiles are located on steep slopes, where vegetation establishment is delayed,
or where runoff from the pile is not routed through a sediment pond.
Any topsoil stockpile which will remain in place less than 90 days will not be revegetated. The
surface of each pile will be left in a roughened condition to retard wind and water erosion.
Any topsoil stockpile which will remain in place 90 to 180 days will be stabilized by utilizing
an annual grain (wheat or barley) cover crop. The seeding rate and method is described in Tab
20, Revegetation Plan, Seed Mixes and Planting Lists section.
Protection and maintenance of "long- term" topsoil stockpiles will begin when a stockpile
PR -1 6 revised 10 /11
