HGTI conducted a survey of access road HGLF -AR1 during May 2006. The survey data were used
to develop a profile of the existing conditions. The profile is presented in Appendix 12 -5
as Appendix 12 -5C, Facilities Area Access Road Plan and Profile. This exhibit has been
prepared in accordance with Rule 4.03.2 (1) (f) (ii), which allows a relevant showing in lieu
of certification of design and construction for roads constructed prior to August 1994. As
such, the certification on Exhibit 12 -5C only pertains to the existing conditions. HGTI
assumes, that because there has been no CDRMS concern or issue in any monthly compliance
inspection report or other permit review since 1992, the access road is in compliance with
the performance standards of Rule 4.03.2.
Light -Use Roads: One light -use road was permitted for the 1W ton /year train loadout
operation. The road extends from the existing Truck Dump Hopper along the south side of the
crusher building and then looped around the stack tube coal stockpile area. This road will
be removed as part of the TR -06 facilities modification - removed portions will be reclaimed
in accordance with the reclamation plan and seeded with Seed Mix No. 1.
Railroad Spur and Loop. The Hayden Gulch railroad spur begins approximately 0.3 miles east
of the easterly city limits of Hayden, Colorado. As shown on Exhibit 12 -1, (Revision 14,
dated 03/07), it extends approximately two in a southerly direction to the coal handling
facilities area. The approximate track length of the railroad spur and loop is 3.3 miles
(17,400 linear feet) . The purpose of the railroad spur is to provide a connection to the
existing Union Pacific mainline track for transporting raw coal in rail cars in /out of the
Hayden Gulch Loadout facility. A reprint of the Railroad Spur Typical Section is shown here
as Figure 12 -2, Profile and Section for Railroad Spur (this section was originally included
in the H -G Coal Company permit package [Permit C -80 -003; Volume.II, Exhibit J]).
The railroad spur alignment begins with an eastbound connection to the Union. Pacific
mainline trackage and heads in the southerly direction, crossing Highway 40 approximately
1,500 feet east of the Hayden, Colorado town limits. The railroad spur alignment continues
in a southerly direction paralleling the easterly side of Routt County Road 37, and crosses
the county road just prior to the beginning of the loop track. Trains enter the western
branch of the loop track, load /unload raw coal at the facilities area and return along the
eastern branch of the loop and then back out the spur to the Union Pacific connection.
MR -16 11 Revised 11/07
One light -use road will
be utilized following the construction
of the 2 MM ton /year coal
handling facility. This
light -use road will travel from haul road HGLF -HR2 to the railcar
unloading hopper /radial
stacker area. Drainage from the road
is controlled by existing
Ditches 5 and 6. The location of this light -use road is shown on
Exhibit 12 -2 (Revision 11,
dated.03 /07.
Railroad Spur and Loop.
