Permission for Temporary Access, Moffat County, Colorado <br />Dear Mr. Lane Osborn, <br />endangered fauna and flora species reside in the area proposed for drilling. The proposed <br />locations are as follows: <br />Per the instructions of the Colorado State Land Board this letter, when consummated, serves as written <br />permission for Linc Energy Operations, Inc. (Linc Energy) and their environmental consultants to <br />temporarily access lands described herein for environmental study in support of a proposed drilling <br />program. Linc Energy intends to conduct exploration drilling on lands administered by the Colorado <br />State Land Board in Moffat County, Colorado. As part of the exploration permit application process, a <br />Threatened & Endangered species study is required by the Colorado Division of Reclamation, Mining and <br />Safety (CDRMS) within the immediate area of planned drilling activities. A cultural study may also be <br />conducted but is not a requirement of the CDRMS. To conduct these studies an access agreement is <br />requested so that Linc Energy's environmental consultants can conduct low /no impact studies within <br />the trust lands. Linc Energy would like to complete these studies in 2011 so drilling can logically occur in <br />2012 when weather and road conditions are favorable. <br />An exploration permit application was sent to the Colorado State Land Board on August 3, 2011 and the <br />CDRMS on September 26, 2011. The application sent to the CDRMS was copied to both the Northwest <br />District and Deriver offices of the Colorado State Land Board. The drilling exploration plan which is <br />comprised of a 10 hole program is fully described in these documents. All 10 drill sites are located on <br />State of Colorado trust surface property. The legal description of the exploration permit area is <br />contained in the submitted exploration plan. Each drill site is adjacent to existing roadways most of <br />which are next to county maintained roadways. The exceptions include Sites 4, 5, 8 and 9 which utilize <br />unnamed existing dirt roadways. The areas where the surveys will be conducted incorporate a 5 acre <br />area around each of the proposed drill sites. The legal description and coordinates of these drill sites <br />are as follows: <br />IIDc <br />f11ER6Y <br />The work specified in the exploration plan will be conducted on a small portion of the entire exploration <br />permit application area and contained within 10 proposed drill site locations. Environmental <br />contractor's half ton pickup trucks or SUVs will be restricted to existing roadways. The contractors will <br />be traversing by foot approximately 5 acres around the proposed drill site locations. The environmental <br />contractors will conduct a visual survey to determine if threatened and Linc Energy Operations.
