Environmental Scientists and Engineers, LLC <br />5.3 Hydrology <br />In any submitted Coal Mining State Permit Application, a plan to monitor and mitigate <br />water quantity and quality will be addressed in detail. A comprehensive hydrology <br />monitoring program will be developed. The monitoring plan will be followed and <br />continued as required throughout the life of the mine, final reclamation and into the post - <br />reclamation phase ensuring compliance with the Clean Water Act requirements. The <br />evaluation of impacts to the area's hydrology during the mine permit application review <br />will identify any locations where erosion and subsequent stream channel incision is likely <br />to increase due to mining operations. Appropriate mitigation will be required to prevent <br />the additional contribution of sediment to stream -flow and to minimize stream channel <br />incision. <br />Streams in the proposed lease area will be monitored to adequately define baseline <br />conditions. When mining commences, streams will be monitored to identify and <br />document changes in water quality and flow rates. Groundwater monitoring wells will <br />also be used to identify and document changes in water levels and quality. Conditions at <br />springs will also be monitored. <br />5.4 Vegetation Resources <br />Mitigation of directly affected vegetation will be partly addressed through the <br />reclamation required under the mining laws administered by the Colorado Division of <br />Minerals and Geology. Details of land and revegetation will be established when a Mine <br />Plan is submitted. Generally revegetated acres will be required to meet standards of <br />ground cover, biomass, production, species richness, and woody plant density as <br />established through performance standards during the permitting process. Weeds listed in <br />Moffat County as "noxious" under the Colorado Weed Act will be controlled. Noxious <br />weeds will be monitored and controlled in disturbed areas using integrated weed <br />management practices. <br />5.5 Wildlife Resources <br />5.5.1 Terrestrial <br />Mine and facility site locations will be planned to allow avoidance or mitigation of <br />sensitive wildlife features. An accurate inventory of such features will be required prior <br />to and during the mining process. Mitigation and inventory requirements will be <br />discussed in site specific environmental analyses as part of the mine permitting process. <br />Access onto the lease area will be controlled during construction and mining to prevent <br />unnecessary traffic and potential impacts to wildlife. <br />5.5.2 Aquatic <br />Mitigation of environmental consequences affecting aquatic resources would include <br />appropriate action. <br />P.
