Response — Map 2.04.7 -1 shows all irrigation ditches and sublaterals. <br />15. DRMS: Additional water monitoring data from the New Horizon No. 1 Mine was added to <br />Appendix 2.04.7 -2 in the May 26, 2011 submittal. However, please explain why baseline <br />surface water monitoring data from the New Horizon No. 2 Mine that is referenced in the <br />New Horizon North permit application was not submitted as well. <br />Response — Surface water sites (SW -N1 and SW -N3) from the NH2 permit are <br />currently being monitored as part of the NH2 permit and have been included as part of <br />the NHN baseline data. <br />Joe Dudash Email of November 1, 2011 <br />In reviewing the NHN permit application so that I could answer your e -mail, I found two small <br />items that will need to be dealt with. Map 2.04.7 -1, "Hydrologic Water Monitoring Locations ", <br />does not show the location of surface water monitoring site SW -N1. Also, Map 1, "North <br />Surface Water Locations" in Appendix 2.04.7 -2, does not show the locations for surface water <br />monitoring sites SW -N210 through SW -N214. Sony for missing this during my previous review. <br />Response - SW -N1 is not shown on Map 2.04.7 -1. It is located on Tuttle Draw east of <br />the map boundary. To keep the map concise, the map boundary has not been changed, <br />but SW -N1 has been added in Map 2.04.5 -1, General Geology and Hydrology. Map 1 <br />from Appendix 2.04.7 -2 was an early incomplete map and it is redundant to Map <br />2.04.7 -1. It has been removed. <br />2.04.9 — Soils Resource Information <br />2. As described in the second paragraph of the Introduction to Section 2.04.9 of the PAP, WFC <br />made a formal request of the Norwood Office of the NRCS, and obtained previously <br />completed soil surveys of the area. Given issues that have arisen concerning soil resources <br />and reclamation at the nearby New Horizon Mine, the Division will be soliciting input from <br />the NRCS State Soil Scientist regarding the soils resource availability and the proposed <br />reclamation plan for the New Horizon North Mine. (No response is required from Western <br />Fuels, at the present time.) <br />3. The next -to -last sentence of the first paragraph under the 1978 -1984 NRCS Soils Survey <br />subsection should be reworded, as follows: "According to a February 11, 2008 letter from <br />the NRCS Soils Scientist in Montrose, addressing the nearby New Horizon Mine, this <br />survey was probably completed to an Order II survey intensity." <br />Response — This sentence in the narrative will be changed as recommended. <br />4. Table 2.04.9 -1 on page 4 of Section 2.04.9, presents laboratory analysis results from the <br />1979 undisturbed soil samples. Please add an additional column at the left side of the table <br />that clarifies which sample locations, S1 thru S6, are represented by the Samples listed. <br />Response — The DRMS has misinterpreted Table 2.04.9- 1,1979 Laboratory Analysis of <br />Undisturbed Soil Samples, Table 2.04.9- 2,1979 Laboratory Analysis of Topsoil <br />Stockpiles on the Rice Tract and the accompanying narrative by combining the <br />Page 9 <br />
