Please also submit a copy of the surface rights and water augmentation <br />plan to the Division for inclusion to the PAP when it is received. <br />Response — These documents will be submitted to DRMS once they are finalized. <br />2.04.7(2) — Surface Water Information <br />1. DRMS: The Division has no further concerns regarding this question. Revised descriptions <br />appear on page 13 of Section 2.04.7 in the submittal dated May 26, 2011. However, the <br />Division has additional questions concerning Section 2.04.7. <br />a) In the section titled "Surface Water Monitoring" on pages 17 and 18 of Section 2.04.7, <br />"Hydrology Description ", it is unclear in the discussion which surface water monitoring <br />sites are to be included in the baseline monitoring program and whether they will <br />continue to be monitored as part of the operational monitoring program. As an example, <br />there is a discussion of monitoring sites SCC and NCC but it is not clear if they are part <br />of the NHN baseline monitoring program since they do not appear in Tables 2.04.7 -5, <br />2.04.7 -6 or 2.04.7 -7. As another example, monitoring sites SW -N1, SW -N3, SW -N6, <br />SW -N7 and NPDES 1 are mentioned as sites with historic data and are listed in Table <br />2.04.7 -5 under "Historical Reference Data ", but the text states that it is anticipated that <br />these five sites will be monitored before disturbance. It is also not clear if "historical <br />reference" in Table 2.04.7 -5 means baseline. Please revise the discussion and Table <br />2.04.7 -5, if necessary, to make it clear which sites are baseline monitoring sites, which <br />sites are operational monitoring sites, and what "historical reference" means. <br />Response — The text in page 17 -18 and Table 2.04.7 -5 have been revised to clarify <br />baseline monitoring sites, operational monitoring sites and "historical reference". <br />b) On pages 17 and 18 of Section 2.04.7, "Hydrology Description ", there appear to be <br />several typographic errors in the section titled "Surface Water Monitoring ". In the first <br />paragraph, "nine 14" should be "14 ". In the same paragraph, it appears that SW -N11 <br />should be SW -N211 and SW -N12 should be SW -N212. In the last paragraph of that <br />section, it appears that SW -N13 should be SW -N213 and SW -N14 should be SW -N214. <br />Please revise accordingly. <br />Response — The typos have been corrected. <br />6. DRMS: In the May 26, 2011 submittal, Western Fuels explained that the monitoring of <br />Nygren Draw will be resumed before disturbance. Map 2.04.7 -1 was revised to include sites <br />SW -N213 and SW -N214. The Division requests that baseline monitoring of sites SW -N213 <br />and SW -N214 continues for at least four consecutive quarters. <br />Response — Monitoring of sites SW -213 and SW -214 have resumed and will be <br />monitored at the same frequency as all other baseline sites. . <br />7. DRMS: Western Fuels updated Map 2.04.7 -1 in the submittal dated May 26, 2011 to show <br />all of the sub laterals. However, are all of the irrigation ditches and their branches also <br />shown on Map 2.04.7 -1? Please refer to question no. 13 in this section <br />Page 8 <br />
