This volume has also been <br />added to Map 2.05.2 -1. <br />3. Subsection 2.05.3(6)(a) Overburden Blasting has been provided with the application. The <br />Division has no comments regarding this section at this time. <br />Response — WFC will respond if DRMS makes comment s in the future. <br />2.05.4 — Reclamation Plan <br />2.05.4(2)(c) — Backfilling, soil stabilizing, compacting, grading, post - mining contours, stream <br />channel reconstruction, and road removal or modification <br />4. Three cross sections have been provided on Map 2.05.4 -1, depicting the pre - mining ground <br />surface and the proposed post - mining surface. <br />b) DRMS: The Division's question could have been better worded. Please illustrate, <br />across each cross section, the location of the anticipated pit floor. <br />Response — The location of the anticipated floor is shown in each of the three cross <br />sections in Map 2.05.4 -2. DRMS incorrectly referred this map as Map 2.05.4 -1. <br />6. In the introductory paragraph, please add a statement that this section addresses the <br />requirements of 2.05.3(6), 2.05.4(2)(c) and 4.14. <br />Response — The requested sentence has been added. <br />2.05.4(2)(d) — Removal, storage and redistribution of topsoil and subsoil <br />3. DRMS: WFC responded that NH2 apparently is the only mine in Colorado required to salvage <br />A horizon separately for B horizon soils. The Keenesburg Mine salvaged A horizon soils in <br />separate lifts from the B horizon soils. This mine is no longer salvaging topsoil, but the <br />operator replaces topsoil in separate lifts. Please provide a discussion that demonstrates to the <br />Division that salvage of topsoil and subsoil in one combined lift so that "all areas affected by <br />surface coal mining operations shall be restored in a timely manner to conditions that are <br />capable of supporting the uses which they were capable of supporting before any mining or to <br />higher or better uses achievable under criteria and procedures of 4.16" (Rule 4.16.1(1)). <br />Response — Based upon recent discussions with the DRMS in a conference call <br />conducted on 3 November 2011, the response to this concern in found in connection with <br />the response prepared to address the 20 October 2011 PAR comment letter 2B. <br />4. The first sentence of the Introduction to Section 2.05.4(2)(d) states that the section outlines <br />WFC's plan to meet the requirements of Section 2.05.4(2)(d). It appears that the <br />requirements of 2.05.3(5) and 4.06 are also intended to be addressed here — please revise the <br />text to include these two sections, if appropriate. <br />Response — The first sentence of this introductory paragraph states that this section has <br />been prepared "to meet the requirement of Section 2.05.3(5), 2.05.4(2)(d) and 4.06 for <br />the New Horizon North Mine (NHNV) Mine permit application." <br />Page 21 <br />
