disturbed area ponds, ditches and culverts, appears on page 2 of Appendix 2.05.3(4) -1. <br />However, there do not appear to be stated justifications for the use of a curve number of <br />79 for culverts C -6A and C -6B and the use of a curve number of 89 for culvert C -12. The <br />Division requests that the appropriate section of the permit application be updated to <br />detail the justifications for using the curve numbers of 79 and 89 in these three culvert <br />designs. <br />Response — Justification for the use of curve numbers for culverts C -6A, C -6B and C -12 <br />are included in pages 2 -3 of Section 2.05.3(4). <br />25. DRMS: The Division has no further concerns with this question. Map 2.05.3(3) -1 was <br />revised in the submittal dated May 26, 2011. However, the Division has an additional <br />question regarding topsoil. <br />a) On page 8 of Section 2.05.3(4), WFC has requested a small area exemption designation <br />for the topsoil berm that will be constructed in advance of stripping. However, a small <br />area exemption is defined under Rule 4.05.2(3) and requires a demonstration that the <br />area will meet sediment limits. This does not appear to apply in this situation. In order <br />to avoid any confusion, please revise the discussion on page 8 by using a term other <br />than a small area exemption when referring to this berm. <br />Response — The text regarding the small area exemption has been deleted since all runoff <br />is directed to sediment ponds. <br />2.05.3(5) — Topsoil <br />1. DRMS: A reference was added as requested. Please change the font for the section header <br />to Bold, consistent with the format of the surrounding paragraphs. <br />Response — The font has been changed to bold on page 5 of Section 2.05.3. <br />2. In accordance with the requirements of 2.05.3(5), please also specify the volume(s) of <br />topsoil to be stockpiled and incorporate this information into the PAP text and map. Please <br />describe the methods that will be used to achieve compliance with the topsoil storage <br />requirements of 4.06.3. <br />Response — The topsoil stockpile volume is specified on pages 12 in Section 2.05.4(2)(d) <br />Topsoil Redistribution and Map 2.05.2 -1 <br />Mine Plan. Text has been added on page 16 -17 of Section 2.05.4(2)(d) to describe the <br />methods that will be used to achieve compliance with topsoil storage requirements of <br />4.06.3. <br />2.05.3(6) — Overburden <br />1. DRMS: A reference was added as requested.
