pasture, and upland or lowland native rangeland. The seed mixes proposed incorporate native
and site- adapted species with several introduced species being included. In pastureland
designations this is necessary for the utility of the lands. The introduced species proposed for the
rangeland areas are a low percentage of the entire mix, generally exhibit quick establishment, or
have nitrogen -fixing characteristics.
Due to the narrow configuration of the area to be reclaimed as rangeland, the proximity of
concentrated shrublands, and the creation of "edge" effect, the Division will not require
reestablishment of woody plants on rangeland sites.
Bonding Liability
The operator, HGT, will be bonded for an amount sufficient for the Division to accomplish all
requirements for reclamation, should the need arise. Based upon a review of the applicant's
worst -case estimate, the Division has determined the total bond liability for the addition of the
TAHR to be $465,511.56, which brings the total cost of reclamation to $1,557,769.56. Detailed
reclamation cost estimates and liability information can be found in Volume 2, Tab 23 of the
permit application and a summary given in Section B, below.
Hayden Gulch Loadout 15 November 22, 2011
