Backfilling and Grading <br />Description of the Reclamation Plan <br />The reclamation plan for the HG Loadout is found in Tabs 16 through 20 and 23 of the permit <br />application. A partial summary of this plan is given here. For a more complete summary and <br />references to specific portions of the permit application, see Section B of this document. <br />Within the 391 acres of approved permit area, approximately 202.1 acres have been disturbed or <br />are proposed to be disturbed by mining - related operations. The 202.1 acres includes small <br />acreages that are to be disturbed immediately after the loadout is closed down to facilitate final <br />reclamation. Permit Revision PR -01 will add 214.7 acres of permit area and 96.6 acres of <br />disturbed aria to the Hayden Gulch Loadout permit. <br />All facilities will be removed at final reclamation including: buildings, haul roads, ramps, coal <br />stockpiles and the railroad loop. Drilled holes and underground openings will be closed when no <br />longer needed for approved mine operations. No coal is being mined at the site; therefore, there <br />is no acid - forming or toxic forming coal mine waste being generated at the site to dispose of. <br />Processed coal will be shipped from the site and all debris and coal fines will buried with a <br />minimum of four feet of nontoxic, noncombustible material during the process of backfilling and <br />grading and then covered with topsoil to facilitate vegetative growth and prevent contamination <br />of surface and groundwater. <br />The site will be returned to approximate original contour representative of the topography that <br />existed prior to construction of the Loadout. No streams are proposed to be relocated as a result <br />of the operation so none will need to be rehabilitated. <br />The TAHR was originally included in the Seneca II -W permit (C- 1982 -057). The acreage is <br />separate from the backfill and grading schedule and reclamation schedule due to the current <br />uncertain fate of the road, due in part to potential future mining in western Routt County that <br />could require the use of the road; in addition, Routt County has expressed interest in retaining the <br />road as a future county road. The road is currently approved to remain in place until year 2030. <br />Topsoil Handling and Revegetation <br />Suitable topsoil was stripped prior to construction of the Loadout in 1978. Topsoil will be <br />salvaged from any further ground disturbance. <br />Topsoil will be replaced on areas disturbed by construction or operation of the Loadout and <br />railroad loop to a minimum depth of six inches. Approximately 55,100 cubic yards of topsoil <br />were salvaged prior to loadout construction for this purpose and stored in three topsoil piles <br />located in the permit area. Approximately 117,289 cubic yards of topsoil were salvaged for <br />replacement on the TAHR. Vegetative cover was established on these piles to aid in stabilization <br />of the resource. <br />Hayden Gulch Terminal proposes to return the land use to grazing land and wildlife habitat upon <br />cessation of operations. Three permanent separate seed mixes and one temporary stabilization <br />seed mix will be used to establish three separate communities: dryland pasture, improved <br />Hayden Gulch Loadout 14 November 22, 2011 <br />
