Finding out those <br />5 specifications, I went to a contractor that Dave Berry <br />6 suggested that he would like to see be the successful <br />7 bidder and was hoping that Phil Kesler, who's done work <br />8 on the site in the past, would be the low bidder. <br />9 I went to Phil and asked him about this <br />10 road assignment, if it was appropriate, because he has <br />11 done a tremendous amount of reclamation work not only <br />12 on our site but many others in the area. <br />13 He said he thought that it was way <br />14 overdesigned and there was a waste of money. He <br />15 thought that $15,000 could be saved. $15,000 would go <br />16 a long way to improving some of the erosion problems on <br />17 the site. <br />18 I came back to David and told him that I <br />19 thought it was overdesigned, could be done for 15,000 <br />20 less, and his comments at that time, he was agreeable. <br />21 He thought, yes, it was overdesigned. Yes, a lesser <br />22 design would be adequate. Again, he hoped that Phil <br />23 Kesler was the low bidder, it turns out that he wasn't. <br />24 It turns out that the low bidder did not <br />25 attend the full prebid meeting even in spite of the <br />
