AUSTIN: I'm Henry Austin, and this <br />3 is Mitch Rolands, and we're both with the U.S. <br />4 Department of Interior, Office of Surface Mining, 1999 <br />5 Broadway, Suite 3320, Denver, 80202. We're both here <br />6 at Mr. Corley's requested. <br />7 Mr. Corley phoned our office yesterday <br />8 and indicated his intention to file a formal citizen's <br />9 complaint, which he's done. We felt it would be <br />10 advisable for us to come and listen to the testimony <br />11 presented and -- in order to assist us in addressing <br />12 this formal citizen's complaint. <br />13 I'm not prepared to address anything <br />14 substantive about the site conditions because we're <br />15 just in the information gathering stage here. <br />16 One thing I think is sort of unique is <br />17 that, as you know, OSM provides federal oversight of <br />18 the Colorado Coal Mining Program and funding as well. <br />19 In this case it appears that the funding is from a <br />20 source that OSM's not involved with. So that's unique, <br />21 and that's about really all I have to offer so far. <br />22 Mitch was at the site recently in <br />23 February. We conduct annual oversight in agreement <br />24 with a team we've established with the State of <br />25 Colorado and decided to look at bond forfeiture sites <br />
