PERMIT #: M- 1989 -029 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: November 15, 2011 <br />OBSERVATIONS <br />,The Longmont Distel Operations site, File No. M- 1989 -029, was inspected by Peter Hays and Stephanie Reigh <br />with the Division of Reclamation, Mining and Safety (Division) as part of the Division's monitoring inspection <br />program. Mrs. Connie Davis, Mr. Michael Refer and two other representatives with Aggregate Industries were <br />present during the inspection. The site was previously inspected by the Division on November 22, 2004. <br />Financial Warranty: <br />The Division currently holds a reclamation bond in the amount of $1,483,800.00, which is adequate to reclaim <br />the site based on this inspection. <br />Hydrologic Balance: <br />The City of Longmont as the landowner has the Tong -term augmentation responsibility for the site and has <br />filled for permanent augmentation under its St. Vrain Integrated Reclamation Plan Project, Case No. <br />2009CW271. Aggregate Industries has an approved Substitute Water Supply Plan and well permit for the site. <br />Mine and Reclamation Plan Compliance: <br />The Longmont Distel Operations site was inactive during this inspection. The 2010 Annual Report submitted <br />by Aggregate Industries on December 16, 2010 accurately depicted the current mining related disturbance and <br />state of reclamation at the site. The site is comprised of five parcels; Peschel, Sherwood, Bigelow, Distel and <br />Longmont. Mining is complete at the site. The site will be used to process material from the adjacent <br />Longmont Operation site, M- 1994 -027. The two sites will be connected by a conveyor line, which will cross <br />Boulder Creek. <br />Longmont Parcel β€”The Longmont Parcel is located in the eastern most portion of the site and was the last <br />area to be mined. Mining is complete in the parcel. A groundwater pond has been constructed in the <br />northeast corner of the parcel. The remaining excavated area in the parcel will be used as a settling pond <br />while the Longmont Operations site is mined. The two sections are separated by a berm with a rock lined <br />spillway in the middle. Vegetation consisted of annual weeds. Grading and sloping is complete except for the <br />south side of the settling pond. The area appeared stable and no erosion was noted during the inspection. <br />Topsoil and overburden stockpiles are located along the south and southwest boundaries of the area. <br />Distel Parcel β€” The processing plant, scale house and office are located in the southern half of the Distel <br />parcel. The northeast corner of the parcel contains the current wash pond area, which will be reclaimed as <br />wetlands in the future. No additional mining will occur in the parcel. The water in the pond is recycled for <br />processing or discharged through wetlands to the St. Vrain Creek. <br />Bigelow Parcel β€” Mining activities are complete in the parcel. The area is in reclamation. The City of <br />Longmont bike path was being constructed and grading work was being performed with scrapers during the <br />inspection. A fresh water pond for the plant is located in the southeast corner of the parcel. Evidence of <br />recent weed spraying (scotch thistle) was observed. <br />Sherwood Parcel β€” The parcel is in reclamation. The City of Longmont bike path will be expanded through the <br />parcel in the future. The parcel has been regraded, topsoiled, seeded and the ponds have been completed. <br />Areas for re- seeding have been identified by Aggregate Industries were vegetation is sparse. The vegetated <br />topsoil stockpile along the south side of the parcel will be used to reclaim the Bigelow Parcel. The fence <br />Page 2 of 6 <br />
