Introduction <br />Paul Banks and Associates, LLC <br />Oldcastle Southwest Group, Inc. is submitting this application to the Colorado Mined <br />Land Reclamation Board for a Construction Materials Regular 112 Reclamation Permit <br />to operate a sand and gravel mine to be called the Debeque Sand and Gravel Resource. <br />The Applicant seeks to permit slightly over 45 acres, as the total acreage of a three - <br />phase operation. Of that permit area, approximately 40.5 acres is potential affected area <br />to recover construction materials (approximately 35 acres of mine pits). <br />The current land use at the Debeque Sand and Gravel Resource site is vacant <br />rangeland with three small buildings. Historically, the site was used for agriculture or <br />rangeland, though the site has more recently served as a campground. The site was <br />temporarily associated with a prior Reclamation Permit (No. M- 1981 -299), used by a <br />previous operator for construction materials in the Interstate 70 corridor, but that permit <br />was terminated before mining was conducted on the proposed affected area. <br />Reclamation from the prior operation left a pond and many areas of exposed gravels and <br />sparse vegetation, which later became campsite areas. <br />There are two ditches that affect the subject property. Both irrigation channels near the <br />affected area bring tailwater and other return flows to the Colorado River. A tailwater <br />channel of the Blue Stone Ditch runs through the property. The Larkin Ditch also returns <br />flows in the vicinity, in particular along the northern property line. The affected area is <br />proximate to these return flow channels that feed into the Colorado River at the low point <br />of the property. <br />There are also overhead power lines running adjacent to the eastern property boundary, <br />and a water service line running along the right -of -way at the eastern edge of the <br />property. <br />Colorado Investments, LLC is the owner of the property that is to be included in the <br />permit area.
