amendment. If the pan includes mining the material underneath the road, the operator <br />must include the road as part of the future mining plan and affected area. When and if <br />the plan is to mine the material under the road, the operator can submit a technical <br />revision to the permit rather than an amendment to change the mining and reclamation <br />plan. <br />2) Under Diversion and Impoundments, the operator states "As the mining operation nears <br />completion, the southern end of the pit will be contoured to drain feely into the Rock <br />Creek valley ". Please note, no affected drainage can be allowed to free drain into <br />unaffected drainage area, without the approved storm water permit from the Colorado <br />Department of Health and Environment. <br />3) Under material processing and associated facilities, the operator states "material <br />processing will be re- located from the existing Fountain pit location to the amendment <br />area. The processing facility potentially consisting of conveyers screens washers and <br />crushers, will be placed in the bottom of the amendment area mine pit as soon as <br />possible ". Are these items portable and already covered in the reclamation warranty <br />calculation for the site? Since the current warranty for the site did not have the <br />warranty calculation for removal of such items, the Division will need the dimension of <br />the conveyer system including the length and width of the belt. How is it going to be <br />anchored in place, would it require concrete type footings? How many of these footings <br />are going to anchor the conveyer system. What are their dimensions? Please explain. <br />Exhibit "E" Reclamation Plan 6.4.5 <br />1) Under the reclamation plan the operator states" Since two separate options are <br />included for mining; the reclamation plan will change slightly depending upon the <br />mining plan followed ". As explained in item # 1 of the mining plan, the Division cannot <br />approve two options. Please select one of the options for this amendment. <br />2) Under general overview of the reclamation plan the operator states, "The pit floors will <br />be blended in to the Rock Creek Valley and drainage ". Please refer to comment under <br />Exhibit "D" item # 2. <br />3) Under materials handling and grading the operator. states" The 3H: 1V pit side slopes <br />will be graded to transition into relatively flat pit floors. Grading of the pit floors will <br />leave a subtle rolling topography rather than a completely flat bottom." Normally pit <br />floors in such an alluvium deposit are left flat. Does the operator plan to leave in place <br />some of the deposit or use over burden to create theses subtle rolling topography? <br />Please explain. <br />4) Under top soiling and growth medium, the operator states" the overburden will be <br />spread first as previously discussed. Initial material balance estimates suggest that <br />overburden material may not be sufficient for slope backfilling and pit bottom cover. At <br />most, no more than a couple of feet of overburden will be available to top dress the <br />final pit floor. The worst case scenario is that the pit side slopes will be created using a <br />"cut and fill" approach and the s slopes and pit bottom will be top dressed with a <br />couple of feet of overburden prior to final top soil application. The side slopes will also <br />not be graded smooth, but will Contain a low profile ridging pattern that follows the <br />
