October 19, 2011 C- 1981 - 019 /Colowyo Coal Mine JHB <br />FISH and WILDLIFE — Rule 4.18: <br />Deer and elk hunting seasons are ongoing, (One ended on 10/19, another starts in a few days). Deer were <br />observed at the southern end of the mining area near the X -Pod activity. A herd of 5 Mule deer were observed <br />grazing along the main access road. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10, Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The embankment and riser repair of the Work Area pond has been completed. CCC is continuing to clean <br />sediment from the inlet are of the pond. Suitable pond cleanings are being placed on the northern embankment. <br />This material will need appropriate seed to keep weeds from establishing and to stabilize the material. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The main access road had recently been repainted. Traffic control lines are well marked. CCC has graded <br />the haul roads and shaped haul road roadside ditches to assure proper drainage and should provide areas to push <br />snow. Water trucks were actively spraying haul roads with water for dust control during the inspection. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Grading of the 2011 reclamation areas has been completed. Topsoil placement on the 2011 reclamation <br />parcels is almost complete. A small area on the mid -ridge of the 2011 west pit parcel, a small area on the South <br />western portion of the 2011 East Pit parcel, and portions of X -Pod are all that remains to complete for 2011. CCC <br />had equipment on both X -pod and East pit area during the inspection. <br />Contour ditches still need to be installed on the reclaimed slopes. <br />REVEGETATION — Rule 4.15 Vegetative Cover; Timing: <br />Kurt informed the inspector that CCC has confirmed seedlings for the X -pod study plot lined up with a <br />plant supplier in Rifle. CCC was actively seeding the west side of the 2011 West Pit reclamation parcel during the <br />second day of the inspection. The Portions of the 2011 West Pit parcel had already been seeded. Portions of the <br />south end of the 2011 East Pit parcel had already been broadcast seeded. Seeding needs to be completed in the <br />2011 area before the end of the year. CCC appears to be on track to meeting this requirement. <br />TOPSOIL — Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.063; <br />Redistribution 4.06.4: <br />Topsoil placed on 2011 reclamation parcels was verified. Verification consisted of choosing sample <br />points along a slope, digging down to spoil interface, noted by a change in texture or color, and measuring the <br />thickness of topsoil overlying the soil with a measuring tape. GPS points were collected at each topsoil sample <br />point using a Trimble XT.
