Kurt Blunt of Colowyo Coal Company <br />accompanied the inspection. The mine is an active surface mine with two active pits; West pit and South Taylor <br />pit. The weather was wane and dry. The mine received rain earlier in the week. CCC is completing reclamation <br />grading and topsoil placement for the 2011 Reclamation plan. The main focus of this inspection was verification <br />of replaced topsoil thickness on the 2011 reclamation parcels. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Grading of the X -pod area had been completed. A dozer was actively working on construction of the southern <br />collection ditch. The graded slopes blend in well with the native area and appear to follow the approved PMT <br />contours. Equipment was actively moving topsoil in this area. Slopes were not measured during this inspection. <br />A scraper and a dozer were laying in topsoil in the X -Pod parcel. Topsoil for the Aspen /tall shrub study plot has <br />been hauled in. Equipment was working on blending the edges of this plot area into the rest of the regraded slope. <br />The 2011 East Pit reclamation parcel has been graded to final contours as per map 29. Tie in to previously <br />reclaimed parcels and undisturbed ground blends well. Topsoil has been placed on the 2011 East Pit reclamation <br />parcel but contour ditches have not vet been cut in. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 Placement; Drainage Control; Surface <br />Stabilization: <br />During the inspection Tony Tennyson on Colowyo Coal Company gave the inspector copies of the fourth quarter <br />2011 fill monitoring reports for the West Pit fill and the South Taylor fill. <br />South Taylor fill area has had additional topsoil stripping of the slopes to the west of the fill drainage.
