November 7,2011 C-1981-038/13owie No. 1 Mine JJD West Ridge waste pile and the old waste pile were not inspected. ROADS—Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance4.03.1(5) and(6)/4.03.2(5) and(6) Reclamation 4.03.1(7)/4.03.2(7): The three paved entrance roads to the unit train loadout bench were in good condition. The dirt entrance roads at the temporary highway coal stockpile area,reclaimed run-of-mine coal stockpile area,well field and the West Mine were muddy but passable. RECLAMATION SUCCESS -Rule 4.15,Rule 3: The reclaimed slopes at the West Mine were stable and had a moderate to good vegetative cover. The roughened reclaimed slopes at the run-of-mine coal stockpile area were stable and had a good vegetative cover. There were no indications of cracking or slumping within the backfill at either location. REVEGETATION— Rule 4.15 Vegetative Cover; Timing: The outslope of the unit train loadout bench was well vegetated. The reclaimed slopes at the West Mine generally had a fair to moderate vegetative cover. At the reclaimed run-of-mine coal stockpile area,the good vegetative cover is probably the result, in part, of the roughened grading. Because of the muddy entrance road at the East Mine,the recent revegetation efforts at the East Mine were not inspected this time. SUPPORT FACILITIES -Rule 4.04: There were no issues with the remaining facilities at the unit train loadout. Drilling equipment and mine equipment are being stored at the site. SIGNS AND MARKERS— Rule 4.02: The mine identification signs were up at the entrances to the East Mine,West Mine,well field,reclaimed run-of-mine coal stockpile area,temporary highway coal stockpile area and all three entrances to the unit train loadout. The addresses on the signs have been changed from the old street address to the new street address. Surface disturbance markers were up around all of the disturbed areas. The two subsidence warning signs were up along Steven's Gulch Road, across from the well field. TOPSOIL— Rule 4.06 Removal 4.06.2, Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: The only remaining topsoil stockpile is on the west end of the unit train loadout. The pile had a good vegetative cover and the topsoil sign was up on the pile.
