There were no problems with dust at any of the sites. All of the mine site locations were wet from the
melting of a recent snowfall.
HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2, Ground Water
Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8;
Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18:
The sediment pond at the unit train loadout did not have any standing water in it. The bin wall
embankment of the pond appeared to be stable. The gate on the primary discharge pipe was in the closed position.
There was no blockage of the open channel emergency spillway. The ditch and culverts of the upgradient
diversion system around the sediment pond were in place. The collection ditch and half culvert on the west end of
the train loadout were functional.
The sediment pond at the temporary highway coal stockpile area was wet but had no pool of water. The same was
true for the sediment pond at the reclaimed run-of-mine coal stockpile area The two collection ditches leading into
that pond had sufficient capacity. The two sediment ponds that are in series at the West Mine had no standing
water in them. The embankments of the two ponds appeared to be stable. Because of the muddy entrance road at
the East Mine, the ditches and ponds in that area were not inspected.
PROCESSING WASTE/COAL MINE WASTE PILES— Rule 4.10 and 4.11 Drainage Control; Surface
Stabilization; Placement:
Because of the very muddy entrance road, the inspection did not include the East Mine. Therefore, the
Number of Partial Inspection this Fiscal Year: 3
Number of Complete Inspections this Fiscal Year: 2
Page 2 of 4
