•
•
•
Pueblo East Pit - Amendment 4 (2011)
Summary Description
Description of Amendment 4: DRMS permit M -1986 -015 contains 438 acres of which the central
part (Phases 1 and 2) are designated as affected land and have a mining and reclamation plan. This
amendment adds the following to the permit:
• Adds area to the affected lands by including a mining and reclamation plan for an area
already inside the permit. The new affected land is labeled Phase 7.
• Shift 6.3 acres of the Phase 1 area into the Phase 7 area.
• Amends a portion of the reclamation plan for Phase 1.
The total Phase 7 area is 100 acres in size, and 71 acres north of the Arkansas River will be affected
by mining.
Mining of Phase 7 will proceed from east to west. The material will be conveyed to the existing
processing plant. The mining of Phase 7 will occur over two to three years.
Reclamation will include backfilling of the excavation to two feet above the average groundwater
table. No exposed groundwater will remain. Revegetation will be in dryland grasses. The financial
warranty for reclamation will be increased for the additional affected land.
Layout of the Amendment: As required by the rules, this amendment provides new information
that adds to existing permit exhibits. If an existing permit exhibit is not changed, it is included "as
is" in this amendment. The following list provides a description of the exhibits for the Phase 7 lands
that are changed and the ones that are not affected by this amendment.
Exhibit A - Legal Description: As a part of the entire permit boundary, a legal description of the
Phase 7 parcel is included. A plat of the Brown Subdivision showing the drainage easement is also
included.
Exhibit B - Location Map: Included is a new location map that shows the Phase 7 area.
Exhibit C - Premining and Mining Plan Maps: New maps for the Phase 7 area are provided. These
maps are additions to the existing maps.
Exhibit D - Mining Plan: The mining plan text presented in this amendment addresses the specifics
of the Phase 7 area. No changes are made in the existing approved mining plan for Phases 1 and 2.
Exhibit E - Reclamation Plan: The reclamation plan presented in this amendment addresses the
specifics of the Phase 7 area.
