Introduction <br />The Division of Reclamation, Mining and Safety (Division) received an application on behalf of <br />CB Minerals Company, LLC (CB), from J. E. Stover & Associates for the sixth renewal of <br />Permit C -84 -065 to conduct coal mine reclamation activities at the Coal Ridge No. 1 Mine <br />(application). This document is the decision package prepared by the Colorado Division of <br />Reclamation, Mining and Safety (Division) on the application. This document includes: 1) the <br />proposed decision to approve the application for renewal; 2) a summary which includes a history <br />of the review of the application, a description of changes made to the Permit Application <br />Package (PAP) under this renewal action, a description of the environment affected by the <br />operation and a description of the mining and reclamation plan; and 3) the written findings of <br />compliance the Division has made as required by the Colorado Surface Coal Mining <br />Reclamation Act and the Regulations of the Colorado Mined Land Reclamation Board for Coal <br />Mining. The Regulations of the Colorado Mined Land Reclamation Board for Coal Mining <br />(Rules) contain the complete text of rules referenced throughout this Findings of Compliance <br />document. <br />The Coal Ridge No. 1 Mine is in permanent cessation. No coal production is envisioned during <br />the permit renewal period. Reclamation work and monitoring activities are proposed operations, <br />and are to be accomplished by CB. <br />The mine is located on private lands within Garfield County. The legal description of the lands <br />included within the permit area is: <br />Those lands in the NE '/4 yet south of County Road 335, Lots 3 and 4, S 1 /2, S '/2 NW '/, Section <br />1, and the N '/2 NE 1 /4 Section 12, Township 6 South Range 91 West 6 Principal Meridian; and <br />the S 1/2 SW '/ Section 5, all lands south of County Road 335 Section 6, NE '/, N 1 /2 NW '/ <br />Section 7, N 1/2, N 1 /2 SE '/, NE '/ SW '/ Section 8, S 1 /2 NW '/, SW '/ Section 9, NW '/ Section <br />15, and N 1 /2 NE '/, NE 1 / NW '/ Section 16 Township 6 South Range 90 West 6 Principal <br />Meridian, Garfield County, Colorado. <br />These areas of the permit are covered by USGS 7.5- minute topographic maps Storm King <br />Mountain and New Castle quadrangles. The permit area is located to the south of the Colorado <br />River, approximately 7 miles west of Glenwood Springs, Colorado; and on the south side of <br />County Road 335, approximately 1.5 mile east of the I -70, exit 105 New Castle, Colorado <br />interchange. The reclaimed disturbed areas (the mine portal and facilities area) are located at the <br />base of a steep escarpment of the Grand Hogback. <br />Proposed Decision <br />The Division proposes to approve the renewal application for the valid, existing Permit C -1984- <br />065 for a period of five years, beginning on October 9, 2011, and expiring on October 9, 2016. <br />This proposed decision approves the continuation of current, previously approved reclamation <br />activities of the Permit for the ensuing permit term. This proposed decision to approve the <br />application is based on a finding that the operations will comply with all requirements of the <br />Colorado State Program as found in the Colorado Surface Coal Mining Reclamation Act, C.R.S. <br />34 -33 -101 et seq., and the Regulations promulgated pursuant to the Act.
