OBSERVATIONS <br />This was a routine inspection performed by the Division as part of its monitoring of Construction Materials 110 <br />permits. The site was not active and the operator was not onsite at the time of the inspection. The entrance <br />gate to the site was locked and entry was gained on foot for the inspection. <br />After several years of little activity at the site, there is evidence of fairly recent activity: fresh faces on the <br />benched quarry highwall, and new stockpiles of different sizes of rock. Tracks from a wheeled loader and a <br />piece of tracked equipment (excavator ?) were seen on the ground. No equipment and no fuel were onsite. <br />Backfilling and Grading: <br />There has been no backfilling or grading performed at the site. <br />PERMIT #: M -1987 -013 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: October 18, 2011 <br />Explosives: <br />The rock is drilled and blasted from the quarry face for stockpiling and removal. The piles of riprap rock on the <br />site contained pieces of det -cord. No explosives were present at the site during the inspection. <br />Financial Warranty: <br />The bond is presently $11,896 and has not been calculated in several years. It is now due for recalculation. <br />The updated figures will be mailed to the operator under separate cover, and if a bond increase is indicated, <br />the operator must provide the increase within 60 days of notice. The bond will cover reclamation costs to <br />include: backfilling reject and fine material on lower slopes and benches, ripping lower areas, revegetating all <br />disturbed (non - highwall) areas, and mobilizing reclamation equipment. <br />General Compliance With Mine Plan: <br />The mining plan includes drilling the outcrop, blasting the rock, and pulling it down for processing and <br />stockpiling. The outcrop is being quarried with steep highwalls and intermediate benches. Stockpiled <br />materials range from fines (for growth medium on the benches) to large angular riprap up to 3 ft in size. <br />Volume of stockpiles noted was around 5,000 cu yds. <br />Reclamation Success: <br />No reclamation has been performed at the site. <br />Revegetation: <br />Stockpiles of fines (growth medium) contained rabbitbrush and grasses. Other vegetation elsewhere at the <br />site was typical of rangeland shrubs and grasses. No noxious weeds were found, but the operator should <br />monitor the site to ensure that no new infestations are allowed as a result of disturbance and equipment from <br />this renewed activity. <br />Sediment Control: <br />There is no issue of uncontrolled sediment at the site, there being no topsoil stripping on the extraction area <br />and the material being extracted consisting of hard igneous rock. <br />Signs and Markers: <br />The required permit ID sign was noted at the entrance.
