We have <br />reviewed the plan labeled 'Revised July 2011", which includes several mining <br />options. <br />Some approved level of mining activity at this location has been acknowledged <br />by the County several times in the past. The area included in this revision was <br />included in a 1974 mining permit boundary (County file Al -74 -007); however <br />there was no specific plan for mining in this amendment area. Additionally, in <br />1982 the County acknowledged that mining in this amendment location was in <br />conformance with local zoning, based upon the 1974 approval. <br />The proposed permit amendment envisions mining on both sides of Charter <br />Oak Ranch Road, as that road departs southwest from the north Tine of Section <br />13. Charter Oak Ranch Road in this location is a county road and is open to <br />the public. West of the City of Fountain boundaries this road serves several <br />mining operations, several private properties, and provides a new restricted <br />
