October 4, 2011 C- 1996 -083 /13owie No. 2 Mine JJD <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The paved haul road at the main mine was in good condition. The guard rail was up and road ditches had <br />sufficient capacity to pass runoff. The public road leading to the Hubbard Creek fan site was a little wet but <br />passable. <br />The operator continues to haul gravel up the drill site road that starts at the utility bench, in preparation for <br />construction of the Terror Creek vent shaft. <br />REVEGETATION — Rule 4.15 Vegetative Cover; Timing: <br />The backfilled and graded D -seam dewatering drill hole site and the two gob vent borehole sites and <br />associated road in Dove Gulch were reseeded very recently. <br />The revegetated cut and fill slopes of the mine benches remain stable, with no indications of erosional problems. <br />The same was true for the unit train loadout bench outslopes. <br />SUPPORT FACILITIES - Rule 4.04: <br />There were no problems with the coal handling facilities on the D -seam portal bench and with the <br />downhill conveyor system. There appeared to be a fair amount of coal fines that had fallen from the overhead <br />conveyor that leads from the B -seam portal bench up to the D -seam portal bench. This area is under sediment <br />control but should still be cleaned up nonetheless. There was a fairly large volume of coal that was stockpiled on <br />the coal bench adjacent to the highway. The coal was right up to the protection berm and should be pushed back a <br />little. Since there will be a longwall move in a couple of weeks, the volume of the coal stockpile will go down. <br />At the Hubbard Creek fan site, the only fan facility structure left was the shaft's metal collar which was being cut <br />up and hauled offsite. <br />There were no railcars at the unit train loadout. No problems were noted with the coal loading structures. <br />SIGNS AND MARKERS — Rule 4.02: <br />The mine id sign was up at the entrance to the main mine. The required information was on the sign. <br />Surface disturbance markers were up along the perimeter of the disturbed area. The mine id sign at the Hubbard <br />Creek fan site had fallen down and needs to be put back up. Stream buffer zone signs were up along the edge of <br />the Hubbard Creek drainage at the fan site. <br />TOPSOIL — Rule 4.06 Removal 4.06.2, Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />The main topsoil stockpile at the main mine site had a good vegetative cover. There were no problems <br />with erosion.
