It was not raining at the Hubbard Creek fan site but there were no problems with <br />dust there either. <br />BACKFIL,L and GRADING — Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original <br />Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic <br />Materials 4.143; Stabilization of Rills and Gullies 4.14.6: <br />Backfilling and grading operations were in progress at the Hubbard Creek fan site area. The USDA - Forest <br />Service had been interested in relocating the public road a little further away from the Hubbard Creek drainage. <br />The operator finished backfilling and grading the former D -seam dewatering drill hole site. The surface was left <br />roughened in order to retain runoff and promote revegetation efforts. The two gob vent borehole sites and <br />associated light use road further up Hubbard Creek road in Dove Gulch also had been backfilled and graded. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, <br />4.05.6, Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />There was a steady rain during the inspection but no problems with culverts and ditches were observed. <br />Pond B had been recently cleaned out. There was a small volume of standing water in the pond. The barrel float <br />was on the primary discharge hose. There was no blockage of the open channel emergency spillway. At the unit <br />train loadout, there was no water in pond J. The primary discharge pump was in place. The riprapped emergency <br />spillway was clear of any debris. Also at the unit train loadout, pond K had no pooled water in it.
