October 18, 2011 C -2009- 087 /Peabody Sage Creek Mine JDNI <br />Portal Area <br />OTHER (SPECIFY): <br />This was an unannounced partial coal inspection conducted by Elizabeth Shaeffer of OSM accompanied by Flynn <br />Dickenson of OSM. Due to the fact that DRMS personnel was on -site to conducted a partial coal inspection, <br />DRMS personnel, Jason Musick and Zach Trujillo, accompanied the inspection and accounted for this inspection <br />as a partial coal inspection. Scott Cowman of PSCC accompanied the inspection. The weather was clear and the <br />site was dry during the inspection. Construction activities continue at the site with topsoil salvaging and storage, <br />construction of the sediment control system and access and haul roads, and the development of facilities areas. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The widening of existing haul roads A -1 and D is complete. These roads were initially widened through the <br />Seneca II permit, but were reclaimed. Road B, Road F, and the southern portion of Road D construction was on- <br />going at the time of the inspection. No problems were noted. Existing roads in and around the facilities area were <br />stable with water being applied for dust suppression. No problems were observed. It is noted that upon <br />completion of the construction of all approved roads in and around the facilities, as -built designs must be <br />submitted to the Division to address any and all changes made during construction. <br />TOPSOIL — Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.063; <br />Redistribution 4.06.4: <br />Topsoil salvaging and storage has neared completion. Topsoil has been salvaged from tall approved areas of <br />construction. The topsoil pile has yet to be seeded as initial topsoil salvaging continues in the areas of on -going <br />ditch construction. Diversion ditches are in place around the approved topsoil pile location.
