• • Hayden Gulch Loadout Response to Adequacy Comments Page 2 Response: Exhibits 3 -1, Surface Ownership and 3 -1A, Easements have been revised. Exhibit 3 -2, Mineral Ownership and Control should be removed from the permit documents since the Hayden Gulch Loadout and TAHR are surface operations only. 4. Approved Exhibit 4 -1 Land Use and Exhibit 4 -2 Pre - Mining Topography do not include the land use and pre- mining topography associated with the proposed TAHR. Please provide new or revised exhibits that reflect the land use and pre - mining topography based on the proposed revised permit boundary with the inclusion of the TAHR area. Response: New Exhibit 4 -1 Land Use (sheet 2), shows the TAHR permit area with land use and pre - mining information. This exhibit has been copied from the II -W permit. 5. The proposed Status Update for insertion in front of Tab 1 states that, "The Hayden Gulch Loadout remains designated as a coal handling facility in temporary cessation as of August 30, 2005. " As of July 5, 2011 and due to the initiation of reclamation activities the designation of the Hayden Gulch Loadout has been changed to Active. Please revise the proposed Status Update to reflect the current status of the Hayden Gulch Loadout. Response: The Status Update has been revised. • 6. Page 6, Tab 1 lists revisions approved since May 1993. Five revisions have been submitted, with three being approved since the final entry of RN3 in 1997. Please revise page 8 to include all revisions associated with the HGT permit. Response: The original submittal included an updated page 8, but we have included another copy of page 8 in this submittal also. 7. Page 5 of Tab 6 identifies site specific geology for the Hayden Gulch Terminal permit area with reference to Figure 6 -3 Site Specific Geology. There is no mention of the TAHR area in the approved text. In addition, approved Figure 6 -3 does not include the TAHR area as part of the geology associated with the permit area. Please ensure that the data in the site specific geology text is accurate for the TAHR and please revise Figure 6-3 to include the TAHR area. Response: Digital copies of most of the HGT permit maps and figures do not exist. So instead of updating Figure 6 -3, HGT is including Exhibit 6 -1A, Site Specific Geology Tie Across Haul Road Corridor (from the II -W permit) for insertion into the HGT permit. The page 6 text has also been updated. 8. Appendix 7 -3 in Tab 7 lists Groundwater Wells in the Vicinity of the Permit Area. With the proposed addition of the TAHR into the Hayden Gulch Loadout permit, the list in Appendix 7 -3 may have changed Additional wells may need to be included in Appendix 7 -3 to reflect an accurate accounting of the groundwater wells in the vicinity. Please update Appendix 7- 3 to reflect the accurate number of groundwater wells located within the vicinity of the proposed revised permit boundary.
