COLORADO DEPARTMENT OF HEALTH <br />Water Quality Control Division <br />4210 East 11th Avenue <br />Denver, Colorado 80220 <br />RATIONALE <br />COAL MINING FACILITIES <br />(SURFACE RUNOFF ONLY) <br />GENERAL PERMIT IN COLORADO <br />COLORADO DISCHARGE PERMIT NUMBER GOG-850000 <br />Facilities performing coal mining activities are located along many streams in <br />Che State of Colorado. Waters discharged from coal mining facilities are <br />•subject to the requirements of the State of Colorado Water Quality Control <br />Act, 1973 as amended. Regulations of the Colorado Discharge Permit System, <br />(CCR, Title 5, Chapter 1002-2) and Title 40 Part 434 of the Code of Federal <br />Regulations (40 CFR 434) specify the wastewater discharge requirements for <br />this industry. <br />Section 6.10.2 of the Colorado Discharge Permit System Regulations provides <br />for the Sssuance of General Permits where covered facilities: <br />1. Are within prescribed geographical boundaries; <br />2. Involve substantially the same type of operating conditions; <br />3. Discharge the same type of waste; <br />• 4. Require the same effluent limitations or operating conditions; <br />5. Require similar monitoring; and <br />6. Are more appropriately controlled under a General Permit than <br />individual permits. <br />INDUSTRY DESCRIPTION: <br />The coal mining industry includes Facilities that may be involved in the <br />extraction, processing and out-Loading of coal. Various facilities perform <br />one or more of these operations. Coals are classified based on the fixed <br />carbon content, the volatile matter fraction, and Che heating value. The <br />general classification ranks are lignite, subbituminous, bituminous, and <br />anthracite. The primary end uses for coal are for combustion in steam boilers <br />and for metallurgical coke ovens. In Colorado there are approximately 70 <br />facilities involved in the extraction (mining) of coal and/or processing <br />(preparation) of coal. <br /> <br />
