Public Notice Comments (continued) , <br />The Colorado Mining Association submitted comments. Their primar~~ <br />concern indirectly applies~to this permit. They seek coverage similar to <br />the Stormwater Management Plan (SWMP) for application to Stormwater <br />discharges from coal mining facilities that, due to the existence of <br />discharges other than surface runoff, are covered under individual <br />permit:.. Their desire was to apply this general permit with its SWMP <br />provis:.ons to these other facilities. The Division intends to cover <br />these ::acilities initially under the General Permit For Stormwater <br />Discha::ges From Mining Facilities. As these individual permits come up <br />for re:~ewal, the Stormwater outfalls would be addressed through :r plan <br />similar to the SWMP in this permit. The mining permit is being drafted <br />now and the Division anticipates submitting it for public notice in June, <br />1992. <br />The Division contacted the Colorado Mined Land Reclamation Division <br />(CMIRC~) to see if they had comments. They stated that the verbal <br />comments made to the Division prior to the official public notice date <br />were their only concerns. Since these comments were incorporate•.d into <br />the d': aft permit, no changes should be necessary Co satisfy the CMIRD. <br />The rznewal permit is being issued with the modifications described in <br />Chia section.
