• regraded, if necessary. They will be revegetated in accordance with the revegetation plan
set forth later in this section.
•
The facilities found on the surface, including the shop, office and warehouse buildings,
were completely removed following mining activities. Concrete foundations were buried
on site as shown on Map 12. Materials resulting from this removal were either sold to a
local scrap dealer or hauled from the permit area to a suitable dump site. The areas were
then be regraded and revegetated. The access road from the surface facility to the portal
area will be revegetated at the conclusion of mining activities. The main haul /access road
and bridge that provide access to the property will be left at the conclusion of the mining
as shown on the Existing And Final Contours and Sections Map (Map 12). By letter dated
January 31, 2011, Mountain Coal Company advised Bear that it had no issues with the
retention of the bridge. The letter is located in Exhibit 12. The access road or other roads
no longer needed for operations, reclamation, or environmental monitoring, will be
restored. Roadbeds will be rounded and shaped to conform with the adjacent terrain and
to meet natural drainage restoration standards. At the completion of this regrading,
topsoil will be applied and revegetation will commence.
Topsoil Structures. Stockpiled topsoil used for reclamation purposes will not be moved
until required for redistribution on a graded area. The topsoil will be redistributed so as to
achieve an approximate uniform and stable thickness and to minimize compaction. At the
cessation of mining operations, all topsoil will be removed from the stockpile and
redistributed prior to revegetation.
The detailed plans for initial removal, storage and subsequent redistribution of topsoil
used for reclamation purposes are discussed later in this Section and also in Section
2.05.3.
MR -33 2.05 -32 03/14/11
i9fPRoVF,,)/
