The abandonment procedures for the portal areas are as follows: <br />• 1. A seal will be placed in the portal entries at a point where <br />the overburden is at least 3 times the height of the coal <br />seam. The seal will be an 8-inch thick solid concrete, fully <br />grouted block wall constructed a shown on page 2.05-30. <br />2. Earth fill will extend into each portal opening a distance of <br />at least 25 feet. <br />3. Exposed coal outcrop will be covered with a minimum of 4 feet <br />of non-combustible earth material to protect against <br />spontaneous combustion. <br />The procedures for permanent closure of the portal entries are <br />shown on Figure 5, General Specifications for Permanent Closure of <br />Portal Entries. <br />Each exploration hole, other bore hole, well or other exposed <br />underground well opening will be cased and sealed. The measures to <br />• be used to plug, case, or manage exploration holes, other bore <br />holes, wells or other openings within the planned permit area will <br />include filling with cuttings or inert material until it is level <br />with the surface. No holes are expected to flow as a result of <br />artesian conditions; however, if any artesian conditions are <br />encountered, the holes which penetrate these conditions or two or <br />more aquifers with significantly different groundwater quality will <br />be cased or cemented. <br />Those holes which remain open for use as water supply wells or for <br />use as groundwater monitoring wells will be completed with casing <br />and a piezometer at a sufficient height above the land surface to <br />i~ <br />2.05-29 Rev. 04-30-93 <br />.d <br />
