r3. Extraction of coal resources; <br />4. Backfilling the portals, grading the area and recontouring the surface to its <br />approximate original contour; and, <br />5. Revegetation and restoration of the affected land to the pre- mining land use. <br />Such practices should result in land use capabilities and productivity levels equal to or <br />greater than those presently found. <br />The office and associated foundation will be razed. The office building was burned and the <br />residual hauled off site along with its concrete foundation. The septic tank was pumped <br />and backfilled with soil. Most of the power distribution line was removed. One dead end <br />power pole and the power line that spans the river will remain in place. By letter dated <br />February 24, 2011, Delta Montrose Electric Association advised that it wanted to leave power <br />line D2ACSR and power pole 50- HSB98L2 in place. By letter dated January 31, 2011, <br />Mountain Coal Company (MCC) advised Bear that it was acceptable for the power pole and <br />power line to remain in place on MCC property at this time. The letters are located in Exhibit <br />12. <br />From the outset, it is imperative to appreciate that the reclamation plan defined in this <br />Section is to be implemented in the area where there has been disturbance from <br />underground coal operations that operated from 1934 through 1966. No attempt has been <br />made by previous operators to perform any reclamation work on these areas. The <br />reclamation plan will be applied to these previous disturbances to the extent feasible. For <br />example, topsoiling as set forth below may not be fully applicable to previous disturbed <br />areas because no topsoil can be salvaged from these areas. However, the reclamation <br />plan as set forth below will be fully applicable to all lands within the permit area which are <br />in an undisturbed state and as much as possible to areas which have been previously <br />disturbed. Reclamation for the various aspects of the surface facilities will be implemented <br />following the conclusion of underground mining activities. The general sequence of <br />planned reclamation is presented on the Reclamation Timetable, Figure 4A. <br />The detailed estimate of the cost of reclamation at the planned operations required to be <br />covered by the performance bond is found under Rule 3. <br />As discussed in detail in Section 2.05.3, the mining method planned by the Bear Coal <br />Company is an underground method known as room and pillar mining. The area <br />encompassed by the planned surface facilities for the Bear No. 3 Portals is shown on the <br />Mine Facilities Map (Map 10). The grading and shaping of the areas to be affected by <br />surface operations of the Bear No. 3 Portals will produce as many flat areas as possible <br />• but <br />MR -33 2.05 -27 03/14/11 <br />A PPQ 0\1 <br />
